LibMod stands up for the defense and renewal of the open society. Liberal modernity as such, i.e. the combi\u00adnation of individual freedom, democ\u00adratic republic, cosmopoli\u00adtanism, science-based innovation and cultural diversity, is facing strong pressure worldwide. Liberal democ\u00adracies are being challenged from within, by populist and antide\u00admo\u00adc\u00adratic movements and parties, as well as by author\u00adi\u00adtarian regimes such as China and Russia. In times of funda\u00admental and rapid change \u2013 global\u00adization, digital revolution, climate change and worldwide migration \u2013 there is a need for cross-partisan reflection about the future of open societies and the inter\u00adna\u00adtional order.<\/p>\n

In our view, individual freedom and social cohesion, personal respon\u00adsi\u00adbility and strong public insti\u00adtu\u00adtions, belong together. LibMod wants to provide a meeting place for free thinkers from different political camps, looking for liberal answers to the challenges of our time and promoting political thought in that spirit. The Center for Liberal Modernity (LibMod) was founded in 2017 by Ralf F\u00fccks and Marieluise Beck who have both been engaged in German politics for more than 35 years.<\/p>\n

Project Overview (selected projects)<\/strong><\/p>\n

Security in Times of Change<\/em><\/strong><\/p>\n

The key question of this project is what answers liberal democracy can find to the challenges of rapid change and the resulting insecurity. We cannot shield ourselves from the great turmoil of our time but rather must take this as a challenge.<\/p>\n

The guiding principle for democ\u00adratic politics should not be security by isolation but rather security in times of change. This involves much more than simply adjusting to perceived factual constraints. We have to shape trans\u00adfor\u00admation processes proac\u00adtively and strengthen trust in democ\u00adratic politics\u2019 ability to govern.<\/p>\n

As part of this project, a 14-member commission of experts presented the results of their work concerning the key questions of security in times of rapid change, in March 2019. In this report, 55 concrete recom\u00admen\u00adda\u00adtions were made for action in the fields of education and training, social security, internal security and public insti\u00adtu\u00adtions. \nFollowing up on the Commission, we want to look deeper into a number of the proposals made in the report. We started with the basic educa\u00adtional income<\/em> for lifelong learning this summer. This concept, which puts the financing of continuous training on a new basis, is to be developed further. We are currently working on a study to examine what individual, social and economic effects a basic educa\u00adtional income <\/em>may develop in the German context. It will be presented in January 2021.<\/p>\n

Renewal of Liberalism<\/em><\/strong><\/p>\n

LibMod is part of an inter\u00adna\u00adtional discussion with liberal-democ\u00adratic think tanks and intel\u00adlec\u00adtuals, including the \u201cForum 2000\u201d in Prague, the Polish \u201cKultura Liberalna\u201d and the IDC Herzlyia in Israel. We partic\u00adipate in confer\u00adences and seminars. In October 2020, our first inter\u00adna\u00adtional networking workshop \u201cRethinking Liber\u00adalism\u201d was held in Berlin as a hybrid offline\/\u200bonline event. The all-day seminar was attended by scholars and political intel\u00adlec\u00adtuals from 10 countries. We intend to expand these activ\u00adities further in 2021.<\/p>\n

As a part of our \u201cRenewal of Liber\u00adalism\u201d project we are also cooper\u00adating with \u201cDas Progressive Zentrum<\/a>\u201d to organize the \u201cChallenging Democracy\u201d event series, which examines the challenges that populism and anti-liberal movements pose for democracy. We are also conducting our \u201cLiberal Modernity Salon\u201d in Berlin regularly, to serve as a forum for intel\u00adlectual discus\u00adsions across party lines.<\/p>\n

Ecological Modern\u00adization<\/em><\/strong><\/p>\n

Today\u2019s economy needs too many resources to be sustainable. How can we \u201cgrow smartly\u201d and maintain a liberal way of life without destroying global ecosystems? A key to recov\u00adering the economic dynamic and confi\u00addence in the ability of democ\u00adratic policies to act, is the ecological modern\u00adization of indus\u00adtrial society. It links the protection of the planetary ecosystems with a new boost in<\/p>\n

scien\u00adtific and techno\u00adlogical innovation. We can tackle climate change, the overex\u00adploitation of natural resources, the threat to the oceans and the loss of fertile arable land. At the same time, \u201czero growth\u201d is neither desirable nor realistic given the needs of billions of people. The answer to the ecological challenge lies in the decou\u00adpling of economic value added and natural consumption. This requires nothing less than a new indus\u00adtrial revolution that includes a long wave of innovation, investment and employment.<\/p>\n

Part of the project was the publi\u00adcation of an edited volume of the Renewal of the market economy<\/a> by LibMod Managing Director Ralf F\u00fccks and Thomas K\u00f6hler of the Konrad Adenauer Foundation. In this book, well-known authors discuss the regulatory guide\u00adlines for the ecological devel\u00adopment of the indus\u00adtrial society on a market-based foundation.<\/p>\n

In cooper\u00adation with the German aviation industry, we also organize a high-profile series of talks with repre\u00adsen\u00adta\u00adtives of aviation and parlia\u00admen\u00adtarians, members of the government and scien\u00adtists. The aim is to identify key guide\u00adlines for the future of sustainable aviation. The project will run until December 2020. We plan to continue this format with other industries.<\/p>\n

As part of this topic we are also engaged in the discussion about climate change and democracy to consider this subject from a less technical perspective. The question is what liberal answers we can give to climate change without resorting to author\u00adi\u00adtarian measures such as bans. We are conducting discus\u00adsions on that question in different formats, e.g. at the Forum 2000, together with the German Agency for Civic Engagement, at our Salon Liberale Moderne etc.<\/p>\n

O[s]tklick<\/em><\/a>
\n<\/strong><\/p>\n

The initiative \u201co[s]tklick \u2014 demokratisch antworten\u201d (literal trans\u00adlation: eastklick \u2014 answering democ\u00adra\u00adt\u00adi\u00adcally) supports german reset\u00adtlers from Russia and other countries of the former Soviet Union in the promotion of democ\u00adratic discourse in Social Media and instant messenger services. By doing so, it encourages counter\u00adspeech to illiberal and far-right populist propa\u00adganda targeted at the community.<\/p>\n

o[s]tklick is a play on words. In German, the [s] allows it to be read as \u201cklick from the East\u201d, whereas the absence of the [s] turns it into the russian equiv\u00adalent to answer, resonance or echo.<\/p>\n

Starting point of the project are video inter\u00adviews. These are built on the diversity of the community and personal life stories, covering topics such as democracy, discrim\u00adi\u00adnation, equality of oppor\u00adtunity and migration. These and other contents are promoted\/\u200bdistributed? via social media. In addition to the online activ\u00adities, o[s]tklick offers workshops on freedom of speech, disin\u00adfor\u00admation and strategies against populist discourse.<\/p>\n

 <\/p>\n

The project is funded for 2,5 years by the Robert Bosch Foundation and by the German Federal Ministry of the Interior, Building and Community.<\/p>\n

Analyzing Adver\u00adsaries<\/em><\/strong><\/p>\n

The \u201cLiberal Democracy and Its Adver\u00adsaries\u201d project examines the history of anti-liberal thought from the Weimar Republic to the present day and discusses its impor\u00adtance for analyzing and dealing with the opponents of the open society today. The aim is to provide material to citizens\u2019 initia\u00adtives, schools and other insti\u00adtu\u00adtions, individuals and organi\u00adza\u00adtions in the field of civic education and also to journalists to support their inves\u00adti\u00adgation of anti-democ\u00adratic forces.<\/p>\n

Critical analyses of 16 influ\u00adential anti-liberal thinkers and their ideas are posted on the website www.gegneranalyse. de<\/a> and subse\u00adquen\u00adtially published as an anthology \u201cDas alte Denken den Neuen Rechten<\/a>\u201d (\u201cThe Old Thinking of the New Right\u201d Frankfurt 2020, all in German).<\/p>\n

In 2021, we want to focus on the new coali\u00adtions between the alter\u00adnative and middle-class milieu and right-wing actors and alter\u00adnative media driving the anti-Covid-19 protests in Germany.<\/p>\n

Inter\u00adna\u00adtional Projects <\/em><\/strong><\/h4>\n

Russia <\/em><\/strong><\/p>\n

Russia has been high on LibMod\u2019s agenda since we started in 2017. Our aim is to deepen dialogue with those in favour of a modern, liberal society. We have two conference formats that regularly bring together experts from Russia and many other countries \u2014 the Yury-Schmidt-Conference looks at human rights, while \u201cRussia and the West\u201d is all about foreign policy towards Russia. Ukraine<\/em><\/strong><\/p>\n

LibMod runs several Ukraine-related pro\u00adjects, making the centre the largest Ukrai\u00adnian initia\u00adtive (by the number of pro\u00adjects, areas of inter\u00adven\u00adtion and human resour\u00adces invol\u00adved) among German non-profit organi\u00adza\u00adtions. Our work includes parlia\u00admentary consul\u00adta\u00adtions with the Verkhovna Rada, expert discus\u00adsions and EU policy briefings. The German-language site offers regular updates on the state of reforms, and on human rights in Eastern Ukraine and on the Russian-annexed Crimean Peninsula.<\/p>\n

Commem\u00ado\u00adration of the Holocaust<\/em><\/strong><\/p>\n

Our remem\u00adbrance projects aim to reveal the largely unknown fate of the Jewish population in Ukraine during World War II. In 2021, we laid the foundation for a new memorial at the site of the 1941 Odesa massacre. More on this project, which is funded by the German Society for Inter\u00adna\u00adtional Cooper\u00adation (GIZ) can be read here<\/a> (in German).<\/p>\n

Eastern Partnership 2.0<\/em><\/strong><\/p>\n

Launched in October 2019, this project brings innov\u00adative ideas and policy recom\u00admen\u00adda\u00adtions from the eastern partnership countries to Berlin. This provides experts and NGOs from Ukraine, Moldova, and Georgia with a platform to work together to develop recom\u00admen\u00adda\u00adtions for action to be taken by Germany and the EU. The project is supported by the Open Society Founda\u00adtions and was prolonged in 2021. Read more about it at Eastern Partnership Plus<\/a>.<\/p>\n

Climate Change and Economic Modern\u00adization in Russia<\/em><\/strong>
\nIs there a future beyond oil, gas & coal for Russia and how to get there?<\/p>\n

The Russian leadership continues to rely on oil, gas and coal as the economic backbone of the political system that has developed since Putin came to power. This fossil-fuel-based model is increas\u00adingly conflicting with the goals of the Paris Climate Change Agreement and stands in the way of a general modern\u00adization and diver\u00adsi\u00adfi\u00adcation of the Russian economy. The project\u2019s purpose is to promote and broaden the modern\u00adization discourse in Russia against the backdrop of climate change and to develop scenarios of change towards an ecological modern\u00adization of the Russian economy.<\/p>\n
