These are trans\u00adforming our societies radically and pose new challenges for policy makers. Past experience can only play a&nbsp;small part in solving them. They&nbsp;include<\/p>\n<ul>\n<li>global\u00adi\u00adsation<\/li>\n<li>the digital&nbsp;revolution<\/li>\n<li>global migration<\/li>\n<li>demographic change<\/li>\n<li>radical changes in gender and family&nbsp;relations<\/li>\n<li>climate change as a&nbsp;symptom of ecological&nbsp;crisis.<\/li>\n<\/ul>\n<p>Each of these phenomena alone consti\u00adtutes a&nbsp;great challenge in itself. They are mutually reinforcing, as is the case for climate change and migration or digital revolution and global\u00adi\u00adsation. Taken on intel\u00adli\u00adgently, these challenges offer oppor\u00adtu\u00adnities for a&nbsp;better future while at the same time harbouring the potential for signif\u00adicant social and political&nbsp;turbulence.<\/p>\n<p>Constant change is a&nbsp;charac\u00adter\u00adistic of the modern age. Working and living environ\u00adments are in a&nbsp;perpetual state of flux, tradi\u00adtional allegiances and certainties are dissolving, the new is ousting the old. This dynamic has increased further with the end of the bipolar world and the onset of a&nbsp;new phase of global\u00adi\u00adsation. The last 30&nbsp;years have been a&nbsp;period of accel\u00aderated discon\u00adti\u00adnuity. This holds true for economics, technology and culture as much as for the individual. An increasing desire for security, consis\u00adtency and belonging echoes this process. There is evidently a&nbsp;need for a&nbsp;certain \u201csecurity corridor\u201d to be able to risk change. Only those who feel reasonably secure will regard global\u00adi\u00adsation or the digital revolution as an oppor\u00adtunity rather than a&nbsp;threat.<\/p>\n<p>Security is not an end in itself for the commission. A&nbsp;funda\u00admental level of security is a&nbsp;prereq\u00aduisite for anyone to fulfil their potential. \u201cFreedom from fear\u201d is the mother of all freedoms. Therefore the question for the commission was: what kind of reassur\u00adances does our pluralist society need to face technical, social and cultural change with self-confi\u00addence instead of&nbsp;fear?<\/p>\n<h2>Shaping the&nbsp;Change<\/h2>\n<p>Germany in 2019 is one of the most successful national economies. It is the most open society this country has ever known and is experi\u00adencing the longest period of peacetime in its history as a&nbsp;member of the European Union. Never\u00adtheless, there is a&nbsp;noticeable and increasing sense of insecurity, extending to the middle classes. Although a&nbsp;large majority is satisfied with their personal life, many look ahead to the future with pessimism. Confi\u00addence in the state\u2019s and the political system\u2019s planning capac\u00adities has begun to falter. Many feel powerless in the face of rapid changes. These are perceived as events going over the heads of individuals, events which can no longer be managed by policy&nbsp;makers<\/p>\n<p>Growing insecurity and a&nbsp;loss of trust in the liberal order prepare the ground for the global advancement of author\u00adi\u00adtarian and nation\u00adalist currents. Support for identi\u00adtarian movements of national or religious prove\u00adnance is rising. They promise security by retreating into the national circle of wagons, by shielding from inter\u00adna\u00adtional compe\u00adtition and the influx of&nbsp;strangers.<\/p>\n<p>The key question is what answers liberal democracy can find to the challenges of change and the resulting insecurity. We cannot shield ourselves from the great changes of our time but rather have to take them on as a&nbsp;restruc\u00adturing&nbsp;task.<\/p>\n<p>The guiding principle for democ\u00adratic politics should not be security by isolation but rather security in times of change. This involves much more than simply adjusting to perceived factual constraints. We have to shape trans\u00adfor\u00admation processes proac\u00adtively and strengthen trust in democ\u00adratic politics\u2019 ability to&nbsp;govern.<\/p>\n<p>This includes an expansion of early warning systems for crises (monitoring) and critical evalu\u00adation of government programmes and agencies. Especially in the face of complex changes in economy and society, the requirement is for a \u201clearning state\u201d that contin\u00adually assesses its activ\u00adities in order to refine or adjust&nbsp;them.<\/p>\n<p>The objective must be an increased social and democ\u00adratic resilience in our society \u2013 that is, more resilience in the face of shock-like changes as well as improve\u00adments to the capacity to find creative solutions to new challenges. The course that is set today will to a&nbsp;large part determine which future we end up with. This holds equally true for the digital revolution as for demographic change or the climate change&nbsp;crisis.<\/p>\n<p>Shaping the change means managing change polit\u00adi\u00adcally and enabling people to keep pace with the changing world. This also includes an element of protection. \u201cA Europe that protects\u201d is a&nbsp;central catch\u00adphrase of Emmanuel Macron. Nobody shall be unpro\u00adtected at the mercy of radical change in economy and society; everybody has the right to solidarity and participation.<\/p>\n<p>At the same time, it is paramount to counteract our societies\u2019 division into winners and losers of techno\u00adlogical, cultural and ecological change. It under\u00admines liberal democracy\u2019s promise of the same freedom for everyone. The confluence of growing insecurity and increasing inequality creates an explosive conflict situation.&nbsp;<strong>&nbsp;<\/strong><\/p>\n<h2>Key Themes<\/h2>\n<p>The commission covered the overall topic \u201csecurity in times of change\u201d along four key&nbsp;issues:<\/p>\n<p>(1) <strong>Empow\u00aderment of the individual <\/strong>for self-assured action: It is important to empower people to deal with techno\u00adlogical, social and cultural changes confi\u00addently. This is about \u201cinternal security\u201d in the literal sense \u2013 a&nbsp;security arising from the inside. How do we orient our education system to strengthen everyone\u2019s self-efficacy? Which knowledge and skills do we need in order to find our way in a&nbsp;rapidly changing world, to shape the digital revolution and to act in cooper\u00adation with&nbsp;others?<\/p>\n<p>Clearly, education and further education are essential for success in a&nbsp;globally-linked, knowledge-based society. The education system is not yet well prepared for the new digital world and our society\u2019s increasing socio-cultural heterogeneity.<\/p>\n<p>The commission submits a&nbsp;variety of proposals for this. Among them empir\u00adi\u00adcally-based, sustained educa\u00adtional planning, more emphasis on early years\u2019 education, the estab\u00adlishment of minimum targets for students\u2019 educa\u00adtional success, improved monitoring as well as improved funding for pre-schools and schools based on social indicators. The right to \u201ceducation for all\u201d should include a&nbsp;higher education degree or a&nbsp;profes\u00adsional qualification.<\/p>\n<p>The further education sector continues to be the poor relation of education policy. This urgently needs to change. \u201cLifelong learning\u201d is becoming the new norm in the face of funda\u00admental change in employment. The right to education has to be extended to a&nbsp;right to further education and must be under\u00adpinned finan\u00adcially. The collective wage agree\u00adments negotiated between the Metal Workers\u2019 Union IG Metall Baden-W\u00fcrttemberg and S\u00fcdwest\u00admetall leads the way in this, proposing a&nbsp;combi\u00adnation of gainful employment and further education. The commission\u2019s advice in this context is to substan\u00adtiate the concept of an \u201ceduca\u00adtional basic income\u201d and to test its feasi\u00adbility. Vocational colleges should be extended to become technical further education centres, and the transition between vocational training and third-level courses&nbsp;eased.<\/p>\n<p>(2) <strong>The future of social security<\/strong>: Are our current social security systems fit for the future or do we need extended social citizens\u2019 rights and new concepts for social partic\u00adi\u00adpation against the backdrop of the digital revolution and the antic\u00adi\u00adpated changes in the employment system? The answer to this question depends in a&nbsp;large part on our image of the future effects of the digital revolution and demographic change. Both constitute profound change. They harbour the potential to upset previous arrange\u00adments of work and social security. We are unable to foresee the future, a&nbsp;statement that is both true and banal. We can, however, attempt to antic\u00adipate future devel\u00adop\u00adments and to draft more-or-less plausible&nbsp;scenarios.<\/p>\n<p>The commission assumes that the new level of digiti\u00adsation (AI, robotics) will not lead to an \u201cend of working society\u201d in the foreseeable future. It will probably work more as a \u201cchanger of jobs\u201d than as a \u201cdestroyer of jobs\u201d. There will be signif\u00adicant upheaval in the world of work even in this scenario, however. Entire profes\u00adsional categories and sectors will shrink, others will emerge. There will be widespread change in the scope of work and the required quali\u00adfi\u00adca\u00adtions. During previous phases of technical ratio\u00adnal\u00adi\u00adsation, the primary concerns were about the fear of job losses in indus\u00adtrial production. Now, even profes\u00adsional services that were considered safe up to this point and that provided relatively high incomes are affected by digitisation.<\/p>\n<p>A trend towards a&nbsp;decreased amount of work in automa\u00adtised production and in digiti\u00adsable services such as banks or insurance companies will be counter\u00adbal\u00adanced by an increased demand in research and devel\u00adopment, controlling, further education, health services and the care sector. The analogous world of things contin\u00adually requires profes\u00adsional skilled trades\u00adpeople. The demand for basic services is also likely to increase&nbsp;further.<\/p>\n<p>As long as employment levels decrease only by degrees, the substi\u00adtution of human work with machines and the decline in human resources due to demographic change may be kept in balance. The growing number of older people in the general population and longer times spent in education require a&nbsp;signif\u00adicant increase in labour produc\u00adtivity to maintain societal prosperity. Well-crafted digiti\u00adsation processes can work hand-in-hand with demographic change&nbsp;here.<\/p>\n<p>At the same time, new infor\u00admation technologies open up oppor\u00adtu\u00adnities for more energy and resource efficiency, intel\u00adligent mobility, improve\u00adments in working condi\u00adtions, decen\u00adtralised production, and supra-regional cooper\u00adation as well as access to global markets for small and medium-size companies. The serious social challenge of the coming decades will most likely be the increasing polar\u00adi\u00adsation into winners and losers of global compe\u00adtition and technical innovation. Parallels to this can already be observed today in people succeeding or falling behind within the employment system. This finds its most obvious expression in the growing gap between high and low wages and the emergence of a&nbsp;class of \u201cworking poor\u201d. The inequality of incomes and assets is also showing a&nbsp;tendency to increase in a&nbsp;digital economy.<\/p>\n<p>The commission considers it unlikely that substantial decou\u00adpling of social security and gainful employment will become necessary (and possible). There will, however, be a&nbsp;need for new instru\u00adments of social partic\u00adi\u00adpation that close justice gaps and compensate for deficits in the social security system. Among them is a&nbsp;new initiative for the partic\u00adi\u00adpation of wide sections of the population in capital assets, in order to ensure a&nbsp;wider spread of the digital dividend as well as everyone\u2019s partic\u00adi\u00adpation in social wealth (\u201cownership for all\u201d). This would supplement trade-union wage policies, which are aiming for fair partic\u00adi\u00adpation of the workforce in the national income. Strength\u00adening collective wage agree\u00adments is an integral part of \u201csecurity in times of change\u201d.Another major problem that needs to be addressed is the pro-active management of economic struc\u00adtural change, as this will be faster and more compre\u00adhensive than to date. This will require expanding in-company and cross-company further training and devel\u00adopment oppor\u00adtu\u00adnities, including financial provision for recurring learning phases throughout working life (&gt; chapter 1.2.2 Educa\u00adtional basic income &amp;&nbsp;financial provision for lifelong learning). The German Federal Employment Agency should be developed into an Employment and Further Education Agency, becoming more focused on the preven\u00adtative quali\u00adfi\u00adcation of employees and supporting trans\u00adfor\u00admation&nbsp;processes.<\/p>\n<p>Measures should be taken to secure the primacy of man over machines in the course of a&nbsp;possible long-term change to a&nbsp;society where machines are better at most value-creating activ\u00adities. In such a&nbsp;scenario provi\u00adsions must be made to compensate for a&nbsp;decline in gainful employment with other sources of income (a basic income financed through taxes, capital assets, self-employment).<\/p>\n<p>(3) \u201c<strong>Internal security\u201d <\/strong>in the tradi\u00adtional sense, especially upholding the law and protection from violence. In the face of virulent political and religious extremism, cross-border organised crime as well as the heated discussion about serious offences committed by asylum seekers, the topic of internal security gains new relevance. When defending liberal democracy, the public\u2019s need for security must be taken into account. The meaning of the concept of a \u201cwell-fortified democracy\u201d must be rethought: how far do we want to go down the mined path of preven\u00adtative security policy. The funda\u00admental legit\u00adimacy of the state is the protection of its citizens\u2019 lives and their freedom. This oblig\u00adation must be met on both&nbsp;sides.<\/p>\n<p>The commission paid close attention to security in the public space and non-violent political confrontation. Both are elementary achieve\u00adments of a&nbsp;civil society that must be defended. If the public space is perceived to be hazardous, freedom of movement is limited signif\u00adi\u00adcantly (especially for women). However right it is to promote tolerance for the plain otherness of people, it is equally necessary to system\u00adat\u00adi\u00adcally penalise serious rule viola\u00adtions. An increased presence of law enforcement agencies in social hotspots can improve the citizens\u2019 feeling of security as much as planning measures and a&nbsp;housing policy that counteracts social segre\u00adgation. Violence must not be tolerated. This is also true for the use of violence as a&nbsp;means of political confrontation. It is toxic to democracy. If it spreads, it destroys civil political&nbsp;culture.<\/p>\n<p>The series of murders committed by the group \u201cNational Socialist Under\u00adground\u201d (NSU) has massively shaken confi\u00addence in public security forces, especially among ethnic minorities. Recent news about extreme-right networks within the police force and the army has increased this feeling of insecurity. The consti\u00adtu\u00adtional state is struck at its core when those made respon\u00adsible for its protection take part in anti-consti\u00adtu\u00adtional activ\u00adities. Actions must be taken against this, using the legit\u00adimate measures of a&nbsp;consti\u00adtu\u00adtional state. At the same time, the security forces need the backing of both policy makers and the public when fulfilling their consti\u00adtu\u00adtional obligations.<\/p>\n<p>Political education should be developed further and geared more towards preventing extremism. Teaching staff must be better prepared for this. In critical situa\u00adtions, teams of experts must be available to support schools, youth centres or penal insti\u00adtu\u00adtions&nbsp;locally.<\/p>\n<p>(4) Finally, the commission was concerned with the question of the role of <strong>public insti\u00adtu\u00adtions and an active civil society <\/strong>in times of funda\u00admental change<strong>.<\/strong>The public education system (from kinder\u00adgarten to college), a&nbsp;wide network of museums, theatres and concert halls, public service broad\u00adcasting, libraries, public utilities and transport services are not merely an expression of \u201cpublic provision\u201d. They are at the same time insti\u00adtu\u00adtions of the republic, symbolic repre\u00adsen\u00adta\u00adtions of a&nbsp;democ\u00adratic common\u00adwealth that facil\u00aditate partic\u00adi\u00adpation and impart belonging. An investment in socio-cultural infra\u00adstructure is therefore also an investment in&nbsp;democracy.<\/p>\n<p>In addition, public insti\u00adtu\u00adtions serve as an anchor of stability in times of turbulent change. They further social cohesion and are central elements of public provision. In recent decades, national, regional and local public investment has been on the decrease (with the exception of the East German Federal States after the fall of the wall), leading to an asset erosion in public infra\u00adstructure. We are far behind with the provision of nationwide high-speed data trans\u00admission. At the same time, the social expen\u00additure share of public finances has increased. In the light of this, a \u201cprimacy for public investment\u201d should be the guideline for national, regional and local budget&nbsp;policy.<\/p>\n<p>Maintaining public infra\u00adstructure in regions of demographic as well as economic contraction poses a&nbsp;particular challenge. How can we ensure access to basic services (security, education, health, mobility, public admin\u00adis\u00adtration) in econom\u00adi\u00adcally under\u00adde\u00adveloped areas? The state\u2019s withdrawal from rural areas does not only create social problems but also provides fertile ground for populist movements, which fuel conflict between prosperous large cities and the regions left behind.\u201cSecurity in times of change\u201d does not only take place by way of government guarantees. It is also depends substan\u00adtially on the \u201csocial capital\u201d of our society, an extensive network of non-profit organ\u00adi\u00adsa\u00adtions, chari\u00adtable trusts, and welfare organ\u00adi\u00adsa\u00adtions as well as a&nbsp;high level of active citizen partic\u00adi\u00adpation in social and cultural issues. Even democracy depends heavily on an active civil society. Policy makers and public admin\u00adis\u00adtra\u00adtions should support citizens\u2019 partic\u00adi\u00adpation and work with civil society stake\u00adholders to the best of their&nbsp;ability.<\/p>\n<p>The commission supports an extension of current instru\u00adments to promote voluntary work (such as the voluntary social year). In this context, the \u201ccitizen work\u201d model should also be actively considered. It would allow profes\u00adsionals to take leave for a&nbsp;limited period in order to take an active part in chari\u00adtable projects. They would receive a&nbsp;tax-financed basic income during this time. Partial profes\u00adsion\u00adal\u00adi\u00adsation of volunteer commitment could also be an answer to a&nbsp;possible decline in paid work in the course of the digital&nbsp;revolution.<\/p>\n<p>Local munic\u00adi\u00adpal\u00adities are the focal point for civic involvement as this is where inter\u00adaction between citizens and the state is at its closest and where citizens will be able to exert the biggest influence. Local self-government should be strengthened and given better financial support.&nbsp; It offers greater room for manoeuvre locally and thus forms an important contri\u00adbution in strength\u00adening&nbsp;democracy.<\/p>\n<p>It was neither mission nor intent of the commission to draft radical visions of a&nbsp;completely different society. An unvar\u00adnished depiction of negative devel\u00adop\u00adments and contrib\u00adutory factors in crises should neither result in resigned fatalism nor in fantasies of leaping into a&nbsp;completely different society. Rather, the commission was guided by the maxim of improving the condi\u00adtions, basing this on empirical findings and self-criti\u00adcally evalu\u00adating their effects. We need more bravery for exper\u00adi\u00admental politics, trying out new concepts in pilot projects before imple\u00admenting them on a&nbsp;large scale.<\/p>\n<p>When condi\u00adtions change radically, insti\u00adtu\u00adtions, political concepts and instru\u00adments also have to change.
