This policy brief gives an overview of the current state of the Ukrainian energy system and the challenges that emerged because of the war, but also the chances for the sustainable recon\u00adstruction of the energy sector. In order to modernise the economy on a sustainable basis Ukraine needs signif\u00adicant private invest\u00adments. At the same time, the large-scale recon\u00adstruction of the energy sector offers oppor\u00adtu\u00adnities for German and EU companies to partic\u00adipate in the \u201cgreen\u201d devel\u00adopment of the Ukrainian economy.<\/h2>\n

Executive Summary:<\/h3>\n

Ukraine is fighting for victory in the war unleashed by Russia and plans to rebuild the economy on the grounds of stable and sustainable economic growth, a \u201cgreen\u201d transition, the devel\u00adopment of a decar\u00adbonised energy sector and economy in the medium term, and the synchro\u00adni\u00adsation of the country\u2019s energy and indus\u00adtrial policy with the European Green Deal within the course of the country\u2019s accession to the EU.<\/p>\n

On the way to the decar\u00adbon\u00adi\u00adsation of the energy sector, the country must make signif\u00adicant progress in increasing energy efficiency, and devel\u00adoping solar, wind, hydro and sustainable bioenergy. Against the background of the future decom\u00admis\u00adsioning of coal gener\u00adation and the growing share of power plants on renewable energy sources, the country needs to determine the role of nuclear gener\u00adation in the national energy mix, provide for the devel\u00adopment of new sources of energy system flexi\u00adbility, and the devel\u00adopment of modern digitised electrical networks.<\/p>\n

The experience of massive attacks on energy infra\u00adstructure and oil refining facil\u00adities requires new approaches to the physical protection of energy facil\u00adities and finding the optimal balance between centralised and decen\u00adtralised energy generation.<\/p>\n

National natural gas resources should receive an adequate investment inflow to play a leading role in the transition period not only as an energy resource for flexible gener\u00adation, but also for export. Ukraine should establish itself as a supplier of renewable gases: biomethane already in the near future, \u201egreen\u201c hydrogen, and its deriv\u00ada\u00adtives later. The national gas infra\u00adstructure needs optimi\u00adsation to eliminate excess capacity and as a potential means of trans\u00adportation and storage for a mix of conven\u00adtional, renewable, and synthetic gases. Ukraine\u2019s critical minerals can poten\u00adtially play a role in Ukraine\u2019s and EU indus\u00adtrial development.<\/p>\n

Ukraine\u2019s energy sector and other economic sectors devas\u00adtated by the war will require large-scale private invest\u00adments based on moderni\u00adsation and \u201egreen\u201c renewal, which will require incen\u00adtives through insti\u00adtu\u00adtional, economic and market reforms.<\/p>\n

The large-scale recon\u00adstruction of the energy sector creates great oppor\u00adtu\u00adnities for German businesses to take part in the \u201egreen\u201c devel\u00adopment of Ukraine\u2019s economy. In particular through the imple\u00admen\u00adtation of projects in the energy sector, the creation of joint ventures, the export of equipment, technologies, services and know-how, the import of energy resources, and \u201egreen\u201c electricity and renewable gases. These will contribute to the devel\u00adopment of the modern economy of Ukraine and the integration of the energy markets and indus\u00adtrial sectors of Ukraine and the EU.<\/p>\n

The paper incor\u00adpo\u00adrates comments from the workshop which was conducted by LibMod and CEL in Berlin on 28 February 2023 and attended by leading energy-focused think tanks as well as repre\u00adsen\u00adta\u00adtives of politics. The results of the discus\u00adsions among leading stake\u00adholders from industry, civil society, and politics, which were organised in the framework of the project, have also been included in this policy brief.<\/em><\/p>\n
