The author of the brief, Oleksii Romanov, covers the current state of the industry and the stimu\u00adlation system, analyses the plans for reforming this system, drafts the principles to guide future policy and the potential areas of German-Ukrainian cooper\u00adation for the decen\u00adtral\u00adi\u00adsation of Ukraine\u2019s energy&nbsp;system.<\/h2>\n<p><!--more--><\/p>\n<h3 style=\"font-weight: 400;\">Executive Summary<\/h3>\n<p style=\"font-weight: 400;\">Small-scale distributed gener\u00adation began to develop rapidly in Ukraine in the mid-2010s, driven by the government\u2019s incentive system, which is based on green tariffs. Solar photo\u00advoltaic (PV) power plants have come to dominate this sector. This has increased the security of the local electricity supply but has also resulted in an imbalance between production and consumption.<\/p>\n<p style=\"font-weight: 400;\">To address these issues, Ukraine is planning a&nbsp;compre\u00adhensive reform of its incentive system. The reform will introduce \u201cnet billing\u201d and promote the use of hybrid power plants that have energy storage systems. This reform aims at a&nbsp;more balanced and sustainable devel\u00adopment of distributed gener\u00adation as part of Ukraine\u2019s green transition. Measures which might further incen\u00adtivise the devel\u00adopment of small distributed gener\u00adation include the&nbsp;following:<\/p>\n<ul>\n<li>Providing support for house\u00adholds and critical infra\u00adstructure facil\u00adities to cover the cost of acquiring stand\u00adalone or combined renewable and storage technologies;<\/li>\n<li>Liber\u00adal\u00adising the electricity market, including by easing the price caps in the wholesale electricity market;<\/li>\n<li>Abolishing subsidised electricity tariffs for house\u00adholds in the retail electricity market.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">These measures could create effective economic stimuli for increases in energy efficiency and gener\u00adation for self-consumption as well as for new business cases such as price arbitrage and stimuli for the aggre\u00adgation of distributed energy resources of active&nbsp;consumers.<\/p>\n<p style=\"font-weight: 400;\">However, it is important to note that small-scale distributed gener\u00adation is associated with potential drawbacks as well as benefits for the energy system, consumers, and society. This makes a&nbsp;carefully balanced and proactive policy approach&nbsp;essential.<\/p>\n<p style=\"font-weight: 400;\">Overall, distributed gener\u00adation can contribute to Ukraine\u2019s economic devel\u00adopment and green energy transition.
