{"id":54982,"date":"2023-06-30T11:23:33","date_gmt":"2023-06-30T09:23:33","guid":{"rendered":"https:\/\/libmod.de\/is-ukraine-ready-for-an-energy-decentralisation-reform-copy\/"},"modified":"2023-07-03T14:50:47","modified_gmt":"2023-07-03T12:50:47","slug":"biomethane-trade-should-become-a-part-of-german-ukrainian-cooperation-for-the-green-transition","status":"publish","type":"post","link":"https:\/\/libmod.de\/en\/biomethane-trade-should-become-a-part-of-german-ukrainian-cooperation-for-the-green-transition\/","title":{"rendered":"\u201cBiomethane trade should become a&nbsp;part of German-Ukrainian cooper\u00adation for the green&nbsp;transition\u201d"},"content":{"rendered":"<div class=\"wpb-content-wrapper\"><p>[vc_row][vc_column]<\/p><div class=\"gem-youtube gem-wrapbox gem-wrapbox-style-no-style rounded-corners gem-wrapbox-position-below\" style=\"width: 100%;\"><div class=\"gem-wrapbox-inner gem-ratio-style\" style=\"padding-top: 56.25%\"><iframe class=\"gem-wrapbox-element img-responsive\" width=\"100%\" height=\"300\" allowfullscreen=\"allowfullscreen\" frameborder=\"0\" scrolling=\"no\" marginheight=\"0\" marginwidth=\"0\" src=\"\/\/www.youtube.com\/embed\/8da1-vuVXow?rel=0&amp;wmode=opaque\"><\/iframe><\/div><\/div>[\/vc_column][\/vc_row][vc_row css=\u201d.vc_custom_1508251598805{margin-top: 30px !important;}\u201d][vc_column width=\u201c2\/3\u201d css=\u201d.vc_custom_1508252250311{padding-right: 20px !important;}\u201d][vc_column_text]\n<h2>On June 15<sup>th<\/sup>, LibMod organized a&nbsp;Round Table on the prospects of a&nbsp;German-Ukrainian biomethane cooper\u00adation where the repre\u00adsen\u00adta\u00adtives from politics and business as well as experts from both countries discussed the potential of biomethane production in Ukraine, its role in facil\u00adi\u00adtating a&nbsp;green transition, and economic and legislative challenges for the trade development.<!--more--><\/h2>\n<p style=\"font-weight: 400;\">Deputy minister of energy of Ukraine, Mykola Kolisnyk, Members of the Energy Committee of the Ukrainian Parliament, repre\u00adsen\u00adta\u00adtives of the German-Ukrainian Energy Partnership, repre\u00adsen\u00adta\u00adtives of industry and energy experts from both countries, as well as a&nbsp;repre\u00adsen\u00adtative of the EU delegation to Ukraine took part in a&nbsp;discussion that opened a&nbsp;whole range of complex questions concerning the potential of biomethane and the hurdles standing in a&nbsp;way of the bilateral&nbsp;trade.<\/p>\n<h3 style=\"font-weight: 400;\">Why is biomethane important for a&nbsp;green transition?<\/h3>\n<p style=\"font-weight: 400;\">Biomethane is a&nbsp;renewable equiv\u00adalent of natural gas and is virtually CO<sub>2<\/sub> neutral: During combustion, it releases only as much CO<sub>2<\/sub> as the processed plants sequestered during their growth. Since it is chemi\u00adcally identical to natural gas, biomethane can be used to produce thermal and electrical energy, for cooking, and as fuel for vehicles the same as natural gas. It can also be used as a&nbsp;raw material for the chemical&nbsp;industry.<\/p>\n<p style=\"font-weight: 400;\">By converting domestic waste and agricul\u00adtural by-products into energy, while ensuring the recycling of nutrients to agricul\u00adtural land, biomethane production showcases as an excellent example for a&nbsp;circular economy and as a&nbsp;renewable source of flexi\u00adbility, biomethane can effec\u00adtively support the expansion of wind and solar&nbsp;power.<\/p>\n<p style=\"font-weight: 400;\">Replacing natural gas with biomethane can be one of the potential paths on the way to phasing out fossil fuels and would contribute to enhancing energy&nbsp;security.<\/p>\n<h3 style=\"font-weight: 400;\">Ukraine\u2019s potential for biomethane&nbsp;production<\/h3>\n<p style=\"font-weight: 400;\">With the largest area of agricul\u00adtural land in Europe, Ukraine boasts signif\u00adicant potential for biomethane production and can supply the cheapest raw materials for it. Ukraine\u2019s biogas (that can be refined to biomethane) is produced from animal waste, harvest residues of agricul\u00adtural crops, solid household waste, sewage sludge, corn silage, cover crops and other&nbsp;materials.<\/p>\n<p style=\"font-weight: 400;\">According to REPowerEU, the European Commission\u2019s plan to produce clean energy and diversify energy suppliers, the EU needs 35 billion m<sup>3<\/sup>\/\u200byear of biomethane in 2030. Ukraine can poten\u00adtially provide up to 20% of this&nbsp;need.<\/p>\n<p style=\"font-weight: 400;\">There are 77 biogas plants in Ukraine, and the first biomethane plant was opened in Chernihiv region, which was liberated from the Russian invaders last spring. The plant started operation in April 2023 on the base of the existing biogas plant. There is no need for building new infra\u00adstructure, as biomethane is effec\u00adtively injected into the existing natural gas&nbsp;grid.<\/p>\n<p style=\"font-weight: 400;\">More biomethane plants are planned to open already this year. However, these plans might be frozen if the import to the EU is not possible, which is currently the case. Although there is no formal ban on biomethane import unlike natural gas (due to the war), there are still several restric\u00adtions on the customs part, which make import virtually&nbsp;impossible.<\/p>\n<p style=\"font-weight: 400;\">Despite the ongoing war, Ukraine estab\u00adlished its biomethane register in January 2023 for documenting the volume of biomethane submitted to the gas trans\u00admission or gas distri\u00adb\u00adution system, forming guarantees, and providing certifi\u00adcates of origin of&nbsp;biomethane.<\/p>\n<h3 style=\"font-weight: 400;\">Obstacles to the&nbsp;import<\/h3>\n<p style=\"font-weight: 400;\">While there is a&nbsp;big demand and willingness in Germany to import Ukrainian biomethane, it is currently impos\u00adsible to start cooper\u00adation in this area. Though most obstacles are of economical nature and not regulatory, some hurdles (like customs challenges, the prohi\u00adbition of importing biogas through a&nbsp;pipeline, etc.) make biomethane import from Ukraine impos\u00adsible. Also, to make it a&nbsp;relevant business case, Ukrainian biomethane must be certified under German regula\u00adtions to fit in the subsidy&nbsp;scheme.<\/p>\n<p style=\"font-weight: 400;\">A case of the German-Danish bilateral agreement can be a&nbsp;good prototype for cooper\u00adation in the field of biomethane. Dena, which operates the German Biogas Register, and Energinet, which operates a&nbsp;biogas register for Denmark, have a&nbsp;mutual acknowl\u00adedgment of biomethane certi\u00adfi\u00adca\u00adtions from both countries. For customers of both registers, this facil\u00adi\u00adtates the cross-border transfer of&nbsp;biomethane.<\/p>\n<p style=\"font-weight: 400;\">At the same time, an EU-wide solution to remove existing trade barriers for importing green gas from Ukraine is also being&nbsp;sought.<\/p>\n<p style=\"font-weight: 400;\">The huge potential that Ukraine, as Europe\u2019s biggest agricul\u00adtural land, has for bioenergy should be developed as a&nbsp;part of a&nbsp;sustainable recon\u00adstruction and moderni\u00adsation. Ukrainian business is ready to invest and expand the production as of now, even in regions close to the border with Russia or Belarus. Germany and the EU can play an important role in this process by fostering trade relations and carrying out the green transition together with Ukraine.
