On the panel, Georg Milbradt, Olga Skrypnyk, Jean P. Froehly, Tetyana Gavrysh and Oksana Myronko discussed the challenges and oppor\u00adtu\u00adnities that Ukraine is facing now and will face after the war.<\/h3>\n

[\/vc_column_text][vc_column_text]The starting point of the panel was the consid\u00ader\u00adation that it is already important to plan the devel\u00adopment of the country after the war. In the broadest sense, Ukraine today is not only fighting for its survival, but also for the chance to break away from post-communist patterns and become a modern European country.<\/p>\n

Locally governed commu\u00adnities more resilient<\/h2>\n

Georg Milbradt, Special Repre\u00adsen\u00adtative of the German Federal Government for Admin\u00adis\u00adtrative Moderni\u00adsation in Ukraine, empha\u00adsised that the decen\u00adtral\u00adi\u00adsation reform in Ukraine, which has been underway since 2015, is considered one of the most successful reforms and that locally admin\u00adis\u00adtered munic\u00adi\u00adpal\u00adities in the country have also proven to be more resilient to external aggression. Although a certain degree of central\u00adi\u00adsation of power in Ukraine during the war is justified, a decen\u00adtralised Ukraine with strong commu\u00adnities and trans\u00adparent local gover\u00adnance is essential for a successful post-war transformation.<\/p>\n

Olga Skrypnyk, Chair of the Crimean Human Rights Group, addressed a number of factors that need to be considered in the reinte\u00adgration of Crimea and other occupied terri\u00adtories: for example, the distinction between collab\u00ado\u00adrators who need to be held crimi\u00adnally accountable and ordinary citizens who have remained in the occupied terri\u00adtories. According to Skrypnyk, demographic changes in the occupied terri\u00adtories and the effects of many years of Russian propa\u00adganda there are also among these factors.<\/p>\n

Emigration compli\u00adcates the recon\u00adstruction process<\/h2>\n

Tetyana Gavrysh, founder and managing partner of ILF, spoke about the problem of retaining and devel\u00adoping human capital in Ukraine in the face of the massive exodus of Ukrainian citizens (mainly women and children) and how this could complicate the recon\u00adstruction process. Oksana Myronko, Head of Commu\u00adni\u00adca\u00adtions at the European Business Associ\u00adation, pointed out that although companies were suffering from the losses and damage, they were mostly continuing to operate. However, insurance for foreign investors and grants and loans for domestic investors, as well as a favourable regulatory environment, including the rule of law, are essential to ensure the inflow of investors to Ukraine.<\/p>\n

Jean P. Froehly, Head of the URC24 Task Force at the German Federal Foreign Office, empha\u00adsised that tackling the challenges of immediate recon\u00adstruction could not be separated from laying the founda\u00adtions for a better Ukraine after the war. As Ukraine is on its way to becoming a member of the EU in the future, reforms and recon\u00adstruction should go hand in hand.[\/vc_column_text]<\/p>
