In his policy brief, Sergi Kapanadze analyses how the country\u2019s pro-European course has been derailed by systematic election manip\u00adu\u00adlation and repression. Widely discredited due to fraud and intim\u00adi\u00addation on a&nbsp;massive scale, the parlia\u00admentary elections of October 2024 triggered waves of grass\u00adroots protests across the nation. Public protest inten\u00adsified after 28&nbsp;November, when the Georgian Dream leaders declared that Georgia was reversing its course toward EU integration. Over a&nbsp;month of massive peaceful demon\u00adstra\u00adtions throughout the country have created a&nbsp;crisis of legit\u00adimacy for the Government. The Georgian Dream (GD) regime, under the control of oligarch Bidzina Ivanishvili, has responded with systematic violence, repression, and democ\u00adratic backsliding. This policy brief offers actionable recom\u00admen\u00adda\u00adtions for the inter\u00adna\u00adtional community on countering Georgia\u2019s descent into authoritarianism.<\/p>\n<h3 style=\"font-weight: 400;\">The legit\u00adimacy&nbsp;crisis<\/h3>\n<p style=\"font-weight: 400;\">Since the October 2024 elections, Georgia has witnessed unprece\u00addented erosion of its democ\u00adratic fabric and insti\u00adtu\u00adtions. What was once a&nbsp;budding democracy on the path to European integration has now all but entirely slipped into author\u00adi\u00adtar\u00adi\u00adanism. The numerous viola\u00adtions and irreg\u00adu\u00adlar\u00adities described by election observers, including those from the OSCE\/\u200bODIHR, PACE, and the European Parliament, clearly portray the elections as far from free or fair and as yielding results that do not represent the will of the people. Reports from both Georgian civil society groups and inter\u00adna\u00adtional organi\u00adza\u00adtions detail widespread voter intim\u00adi\u00addation, ballot manip\u00adu\u00adlation, and misuse of state resources. Furthermore, the use of systemic violence against those attending pro-European rallies by law enforcement agencies, which are under the control of the Georgian Dream, has further eroded people\u2019s trust in the government and created the worst political crisis in Georgia\u2019s recent history. We should not forget that this crisis was preceded by the adoption of Russian-style legis\u00adlation in the form of a&nbsp;statute on \u201ctrans\u00adparency of foreign influence\u201d (similar to Russia\u2019s Foreign Agents Act and often referred to as the \u201cforeign agents law\u201d) and another on \u201cfamily values\u201d (similar to the Russian laws banning \u201cLGBT&nbsp;propaganda\u201d).<\/p>\n<p style=\"font-weight: 400;\">The regime\u2019s response to public outrage over the reversal of the European path has been brutal. Peaceful protesters demanding free elections and the release of political prisoners have met with police violence, arbitrary arrests, and inhuman treatment and torture. President Salome Zoura\u00adbichvili, Georgia\u2019s last remaining independent consti\u00adtu\u00adtional figure, has vowed to stand her ground. Still, the GD-controlled parliament has \u201creplaced\u201d her with a&nbsp;pro-Russian far-right party loyalist through an illegit\u00adimate process. At stake is not only the future of Georgia\u2019s democracy but also its European aspirations.<\/p>\n<h3 style=\"font-weight: 400;\">Electoral fraud: subverting the will of the&nbsp;people<\/h3>\n<p style=\"font-weight: 400;\">The October 2024 elections marked a&nbsp;turning point in Georgia\u2019s democ\u00adratic trajectory. Reports from <a href=\"https:\/\/civil.ge\/archives\/647319\">inter\u00adna\u00adtional monitors<\/a>, <a href=\"https:\/\/civil.ge\/archives\/637021\">local observer groups<\/a>, and independent <a href=\"https:\/\/politicsgeo.com\/article\/106\">analysts<\/a> painted a&nbsp;bleak picture:<\/p>\n<ul>\n<li>Violation of the secrecy of the vote: OSCE\/\u200bODIHR noted that the secrecy of the vote was compro\u00admised in at least a&nbsp;quarter of the precincts under its obser\u00advation. In reality, the marks indicating voters\u2019 choices were visible on the reverse side of the ballot papers. The GD set up a&nbsp;system to intim\u00adidate voters and ascertain how they voted. The district court of Tetrit\u00adskaro <a href=\"https:\/\/civil.ge\/archives\/633565\">annulled<\/a> the results for the entire district due to the trans\u00adparency of the ballot papers. This ruling was overturned by the appellate court, whose bench comprises prominent repre\u00adsen\u00adta\u00adtives of the judiciary clan, some of whom are subject to US&nbsp;sanctions.<\/li>\n<li>Voter intim\u00adi\u00addation: citizens were threatened with the loss of their jobs, financial penalties, and physical harm if they failed to support the ruling party. The intim\u00adi\u00addation campaign was linked with the violation of vote secrecy, as the GD was able to determine who voted for whom through the elaborate mechanism of polling station monitoring using cameras installed by fake observer&nbsp;groups.<\/li>\n<li>Manip\u00adu\u00adlation of electoral processes: the Central Election Commission operated as an arm of the ruling party, frequently denying independent observers access to polling stations. Most precinct election commis\u00adsions had been stacked with GD activists and supporters. The Georgian Dream had well-organized groups vote multiple times (carousel voting) using the names of Georgian citizens residing abroad, as reported by several journal\u00adistic inves\u00adti\u00adga\u00adtions. As a&nbsp;result of this kind of manip\u00adu\u00adlation, a&nbsp;number of precincts reported ballot counts that exceeded the number of the precinct\u2019s regis\u00adtered voters who were physi\u00adcally present in Georgia. The GD and CEC refused to allow access to or publish the marked registers (electoral rolls showing who cast votes) to dispel the concerns about voter data manipulation.<\/li>\n<li>Suppression of independent media: journalists who reported on irreg\u00adu\u00adlar\u00adities were harassed, detained, and, in some cases, physi\u00adcally assaulted. Opposition media came under an organized attack before and after the elections. There were no formal political debates, and critical media outlets operated in an atmos\u00adphere of fear and stress due to the threat or imposition of financial sanctions and criminal proceedings against&nbsp;them.<\/li>\n<li>The attack on NGOs: following the adoption of the \u201cforeign agents law,\u201d which is similar to the Russian Foreign Agents Act, Georgian NGOs became almost dysfunc\u00adtional, many wasting time, resources, and energy on regis\u00adtering abroad (rather than be forced to register as organi\u00adza\u00adtions \u201cpursuing the interests of a&nbsp;foreign power\u201d). Despite this, a&nbsp;coalition of NGOs organized several obser\u00advation missions, which were instru\u00admental in reporting on and uncov\u00adering the scale and intri\u00adcacies of fraud. The NGOs continued to be targeted after the elections as well, including through physical assaults and verbal threats from the GD&nbsp;leaders.<\/li>\n<li>Capture of the courts: The Georgian Dream has installed a&nbsp;gover\u00adnance structure in the court system that makes access to justice impos\u00adsible. With one exception, the courts rejected all of the complaints concerning the election filed by NGOs or opposition parties. In the next instance, the court immedi\u00adately overturned one complaint that led to a&nbsp;ruling annulling the voting results for an entire&nbsp;district<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">These and other examples of the delib\u00aderate subversion of democ\u00adratic norms have <a href=\"https:\/\/politicsgeo.com\/article\/105\">drawn compar\u00adisons<\/a> to autocratic practices in Russia, Belarus, and Azerbaijan, raising concerns about Georgia\u2019s drift toward authoritarianism.<\/p>\n<h3 style=\"font-weight: 400;\">Repression of protest: a&nbsp;systematic campaign of&nbsp;violence<\/h3>\n<p style=\"font-weight: 400;\">The protests following the elections have revealed the GD regime\u2019s willingness to use extreme measures to suppress dissent. Trans\u00adparency International\u2019s December 2024 report <a href=\"https:\/\/civil.ge\/archives\/649143\">documents<\/a> a&nbsp;systematic campaign of&nbsp;violence:<\/p>\n<ul>\n<li>Excessive use of force: riot police have used tear gas and water cannons loaded with water and unknown chemicals against protesters; many have received brutal beatings from riot police, who do not wear any insignia, ensuring their&nbsp;impunity.<\/li>\n<li>Torture during detention: vast numbers of detainees have reported physical abuse, threats of rape, and degrading treatment in the temporary detainment facil\u00adities, police premises, and specially desig\u00adnated vehicles, which were used by masked law-enforcement personnel for the beatings of detainees. Arrested persons were held in overcrowded cars for hours and denied access to medical care and legal representation.<\/li>\n<li>State-sanctioned vigilantism: videos circu\u00adlating on social media depict masked thugs, allegedly backed by the state, attacking opposition figures and journalists. Although prominent journalists were subjected to severe beatings, none of the incidents have been investigated.<\/li>\n<li>Oppressive measures targeting the civil service: several hundred civil servants have been fired since 28&nbsp;November, when numerous state employees issued letters of protest, and many even resigned. The diplo\u00admatic corps was at the forefront of the internal resis\u00adtance: five ambas\u00adsadors resigned, and over 240 diplomats signed a&nbsp;letter of protest. Private businesses have set up several funds to help the illegally fired civil servants re-establish themselves and continue their legal battle against the&nbsp;state.<\/li>\n<li>Oppressive laws to silence demon\u00adstrators: the Georgian Dream government has enacted sweeping legislative changes aimed at suppressing dissent and tight\u00adening control over civic life, in a&nbsp;stark departure from democ\u00adratic norms. The Law on Assem\u00adblies and Demon\u00adstra\u00adtions was amended to ban items like pyrotechnics, lasers, and face coverings at protests. At the same time, amend\u00adments to the Admin\u00adis\u00adtrative Offenses Code sharply increased fines for protest activ\u00adities and expanded police powers to detain persons and conduct searches without a&nbsp;court order. Police law now provides for non-compet\u00aditive recruitment, raising concerns about polit\u00adi\u00adcally motivated hires, and changes in the Law on Civil Service have politi\u00adcized public admin\u00adis\u00adtration, allowing arbitrary dismissals and making civil servants more vulnerable to political pressure. These measures have under\u00admined freedoms, weakened civil society, and signalled Georgia\u2019s continued departure from its European aspirations.<\/li>\n<\/ul>\n<h3 style=\"font-weight: 400;\">Grass\u00adroots resis\u00adtance: the last bastion of&nbsp;hope<\/h3>\n<p style=\"font-weight: 400;\">In the face of this repression, Georgia\u2019s citizens have demon\u00adstrated remarkable resilience. Tens of thousands have taken to the streets in grass\u00adroots protests, mainly self-organized with support from civil society groups and opposition alliances. These protests are not just about the contested elections\u2014they represent a&nbsp;broader fight for Georgia\u2019s democ\u00adratic European future. Despite the cold weather and Christmas\/\u200bNew Year holidays, the protesters have now kept Rustaveli Avenue closed down for 40&nbsp;days and counting. Over this period, including on New Year\u2019s Eve, hundreds of thousands of Georgians have turned out to rallies on several&nbsp;occasions.<\/p>\n<p style=\"font-weight: 400;\">The protest movement has coalesced around clear&nbsp;demands:<\/p>\n<ol>\n<li style=\"font-weight: 400;\">New, free, and fair elections under inter\u00adna\u00adtional super\u00advision with changed&nbsp;rules<\/li>\n<li style=\"font-weight: 400;\">Immediate release of all political&nbsp;prisoners<\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">One thing is increas\u00adingly clear: With the Georgian Dream in power, business as usual cannot continue. Civil society groups and opposition parties have diverging views on how best to lawfully end the crisis and on the new election rules. However, there is a&nbsp;solid consensus that new elections are the only way forward. While the opposition groups and civil society actors have not issued any roadmaps or action plans, they have worked closely together to establish joint positions vis-\u00e0-vis inter\u00adna\u00adtional&nbsp;partners.<\/p>\n<h3 style=\"font-weight: 400;\">Inter\u00adna\u00adtional response: a&nbsp;mixed picture<\/h3>\n<p style=\"font-weight: 400;\">While some inter\u00adna\u00adtional actors, such as the European Parliament, have taken strong stances, others have been conspic\u00adu\u00adously silent. Notable devel\u00adop\u00adments&nbsp;include:<\/p>\n<ul>\n<li>A European Parliament resolution: the European Parliament <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/RC-10-2024-0179_EN.html\">has called<\/a> for new elections and condemned the author\u00adi\u00adtarian turn of the GD&nbsp;regime.<\/li>\n<li>The reaction in the US Congress: with the aim of creating a&nbsp;framework that will deny the Georgian Dream the legit\u00adimacy it so urgently requires, repre\u00adsen\u00adta\u00adtives have <a href=\"https:\/\/civil.ge\/archives\/649801\">reintro\u00adduced<\/a> the \u201cMEGOBARI Act\u201d in the US Congress and <a href=\"https:\/\/civil.ge\/archives\/650356\">submitted<\/a> a&nbsp;new resolution \u2014 \u201cGeorgian Nightmare Non-Recog\u00adnition&nbsp;Act.\u201d<\/li>\n<li>Bilateral sanctions and diplo\u00admatic isolation: Ukraine and several European countries (Baltic and Nordic States, as well as Eastern European partners) have <a href=\"https:\/\/www.politico.eu\/article\/estonia-latvia-lithuania-baltic-countries-sanctions-georgian-officials-protests-violence-georgia-eu-accession-enlargement\/\">adopted<\/a> bilateral, targeted sanctions against GD officials and law enforcers. Estonia, Latvia, and Lithuania jointly agreed to impose national sanctions against those who suppressed legit\u00adimate protests in Georgia. Nordic states have also expressed <a href=\"https:\/\/vm.ee\/en\/news\/joint-statement-nordic-baltic-foreign-ministers-situation-georgia\">concern<\/a> with the devel\u00adop\u00adments in&nbsp;Georgia.<\/li>\n<li>US sanctions against Bidzina Ivanishvili: on December 27, 2024 the US Department of the Treasury <a href=\"https:\/\/civil.ge\/archives\/648597\">sanctioned<\/a> Bidzina Ivanishvili, the founder and honorary chairman of Georgian Dream, under the Russian Harmful Foreign Activ\u00adities Sanctions Regulation (E.O. 14024). The sanctions freeze all property and assets owned by Ivanishvili in the United States or controlled by US persons and require the latter to report them to the Treasury. All trans\u00adac\u00adtions involving companies owned by Ivanishvili or his associates are prohibited except those falling under specific exemp\u00adtions. Notably, the sanctions extend to assets linked to <em>Credit Suisse Trust Ltd v. Ivanishvili<\/em>, <em>Bidzina and others,<\/em> which the Singapore Court of Appeal ruled on in 2024. The US accused Ivanishvili of enabling human rights abuses, eroding Georgia\u2019s democ\u00adratic insti\u00adtu\u00adtions, and under\u00admining its European and Euro-Atlantic future in favor of Russian interests. Secretary of State Antony Blinken condemned Ivanishvili\u2019s role in derailing Georgia\u2019s progress while fostering repression against protestors, media, and opposition figures. The US empha\u00adsized its commitment to holding accountable those who undermine democracy and align Georgia with Russian&nbsp;influence.<\/li>\n<li>Previous US sanctions: The US Department of the Treasury\u2019s Office of Foreign Assets Control (OFAC) has <a href=\"https:\/\/civil.ge\/archives\/646799\">sanctioned<\/a> two Georgian Ministry of Internal Affairs officials, Vakhtang Gomelauri and Mirza Kezevadze, under the Global Magnitsky Act (E.O. 13818) for overseeing violent crack\u00addowns on protesters, journalists, and opposition figures during demon\u00adstra\u00adtions in 2024. The sanctions freeze all US-linked property and interests of the desig\u00adnated individuals and block any entities that is owned 50% or more by them. U.S. persons are prohibited from engaging in trans\u00adac\u00adtions with the sanctioned individuals, and viola\u00adtions may result in civil or criminal penalties. These measures are aimed at holding accountable those who are respon\u00adsible for human rights abuses and at safeguarding democ\u00adratic values. Earlier, on 16&nbsp;September, the US treasury department <a href=\"https:\/\/ofac.treasury.gov\/recent-actions\/20240916?fbclid=IwY2xjawFVJg5leHRuA2FlbQIxMAABHTTMhc3HDKbFXp9rE1FZzJIWyLL9rwvEypfB1BozjKHl-QrsR1aHFZMkSQ_aem_ScGhJ7-02T1u9_-579MrCQ\">sanctioned&nbsp;<\/a>the head of the Georgian interior ministry\u2019s Special Task Department, Zviad Kharazishvili (Khareba), and his deputy Mileri Lagazauri as well as two other officials from that department \u2013 Konstantine Morgoshia and Zurab Makharadze, both radical right-wing figures associated with the violent Alt-info movement \u2013 for \u201cserious human rights abuses\u201d due to their role in brutal crack\u00addowns on protesters demon\u00adstrating against the \u201cforeign agent law\u201d and for \u201cviolent attacks on Georgians exercising their freedom of peaceful assembly.\u201d The US State Department also imposed visa restric\u00adtions on more than 60 Georgian individuals \u201crespon\u00adsible for, or complicit in, under\u00admining democracy in Georgia\u201d and their family&nbsp;members.<\/li>\n<li>UK sanctions: the UK has <a href=\"https:\/\/civil.ge\/archives\/646609\">sanctioned<\/a> five senior Georgian officials, including Interior Minister Vakhtang Gomelauri and Tbilisi Police Chief Sulkhan Tamaza\u00adshvili, for violent crack\u00addowns on protesters, journalists, and opposition figures. The sanctions impose travel bans and asset freezes. These measures, coordi\u00adnated with US sanctions, follow the UK\u2019s suspension of programme support to and defence cooper\u00adation with the Georgian government. The sanctions were in response to the Georgian Dream\u2019s repression of civil society and media after the regime suspended the country\u2019s EU integration process, a&nbsp;move seen as bringing Georgia closer in line with Kremlin interests. The UK reiterated its commitment to holding those respon\u00adsible for human rights abuses accountable and supporting the Georgian people\u2019s democ\u00adratic aspirations.<\/li>\n<li>German sanctions: on December 31, Germany <a href=\"https:\/\/civil.ge\/archives\/649476\">announced<\/a> entry bans for nine individuals deemed primarily respon\u00adsible for violence against protesters and opposition members in Georgia, empha\u00adsizing the impor\u00adtance of protecting the universal right to peaceful&nbsp;protest.<\/li>\n<li>EU sanctions: The European Commission has <a href=\"https:\/\/neighbourhood-enlargement.ec.europa.eu\/news\/commission-proposes-suspend-visa-free-travel-officials-georgia-2024-12-20_en\">proposed<\/a> suspending parts of the EU-Georgia Visa Facil\u00adi\u00adtation Agreement, requiring Georgian diplomats, officials, and their families to obtain visas for short stays in the EU. The move, set for a&nbsp;Council vote in January, is also intended as a&nbsp;response to violent crack\u00addowns on peaceful protesters and independent media, as well as anti-democ\u00adratic legis\u00adlation such as the foreign agents law and the anti-LGBT laws passed in 2024. Noting that Georgian citizens with ordinary passports would retain visa-free travel privi\u00adleges, the proposal highlights Georgia\u2019s \u201cserious democ\u00adratic backsliding,\u201d which has stalled its EU accession process and drawn warnings from the European Council. Hungary and Slovakia have threatened to block any further joint&nbsp;sanctions.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">As is evident, there has been no unified inter\u00adna\u00adtional response in the form of sanctions on Georgian Dream officials and law enforcers, as well as propa\u00adgan\u00addists and enablers. Many sanctions have been imposed bilat\u00aderally by various states. This lack of a&nbsp;unified approach risks embold\u00adening the GD regime and signalling a&nbsp;lack of Western commitment to democracy in the&nbsp;region.<\/p>\n<h3 style=\"font-weight: 400;\">Geopo\u00adlitical stakes: the risk of a&nbsp;new iron&nbsp;curtain<\/h3>\n<p style=\"font-weight: 400;\">Georgia\u2019s descent into author\u00adi\u00adtar\u00adi\u00adanism has impli\u00adca\u00adtions far beyond its borders. A&nbsp;failure of domestic and inter\u00adna\u00adtional efforts to prevent a&nbsp;further consol\u00adi\u00addation of power by the GD regime could result in the&nbsp;following:<\/p>\n<ul>\n<li style=\"font-weight: 400;\">Russian influence: Georgia risks becoming a&nbsp;satellite state of Moscow, which would reduce the impact of sanctions and give Russia greater control over the Black Sea&nbsp;region.<\/li>\n<li style=\"font-weight: 400;\">European security: a&nbsp;desta\u00adbi\u00adlized Georgia would jeopardize the EU\u2019s influence in the Southern Caucasus, weakening its geopo\u00adlitical position and creating further risks for&nbsp;Armenia.<\/li>\n<li style=\"font-weight: 400;\">Democ\u00adratic values: a&nbsp;failure to support Georgian Democrats would set a&nbsp;dangerous precedent, encour\u00adaging author\u00adi\u00adtarian regimes worldwide. The defenders of democracy in Georgia, such as civil society groups, media repre\u00adsen\u00adta\u00adtives, and opposition politi\u00adcians, would be forced to live with the risk of detention or flee the&nbsp;country.<\/li>\n<\/ul>\n<h3 style=\"font-weight: 400;\">Recom\u00admen\u00adda\u00adtions: a&nbsp;call to&nbsp;action<\/h3>\n<p><strong>1. Recognize the crisis and de-legit\u00adimize the GD&nbsp;regime<\/strong><\/p>\n<p style=\"font-weight: 400;\">The inter\u00adna\u00adtional community must acknowledge the severity of Georgia\u2019s democ\u00adratic backsliding. This includes unequiv\u00ado\u00adcally rejecting the legit\u00adimacy of the October 2024 elections and the GD-controlled parliament and government. It would also entail refraining from any bilateral meetings with GD officials and the withdrawal\/non-issuance of invita\u00adtions to high-level events. The action of this kind has been taken in two cases: Poland rescinded an invitation to the COSAC conference, a&nbsp;signif\u00adicant European parlia\u00admentary event, that it had extended to Georgia on 6&nbsp;December 2024, and the President of the OSCE\u2019s Parlia\u00admentary Assembly postponed her visit to Georgia on 6&nbsp;January 2024.<\/p>\n<p style=\"font-weight: 400;\">Further steps in this direction would include not accepting the creden\u00adtials of Georgian MPs at the Parlia\u00admentary Assembly of the Council of Europe (PACE) in January 2025, not inviting Georgian Dream leadership to the Davos Forum and Munich Security Conference and refusing <em>agr\u00e9ments<\/em> to the appointment of Georgian ambas\u00adsadors to NATO and the UN and to the following states \u2013 Austria, Bulgaria, Canada, Czechia, France, Germany, Ireland, Italy, Lithuania, Nether\u00adlands, Slovakia, Spain, Switzerland, United Kingdom and USA. (The fact that there are ambas\u00adsadorial vacancies in so many EU countries testifies, among other things, to the Georgian Dream\u2019s attitude towards its relations with the&nbsp;EU.)<\/p>\n<p><strong>2. Push for new elections and release of political&nbsp;prisoners<\/strong><\/p>\n<p style=\"font-weight: 400;\">The Western powers must make a&nbsp;concerted effort to pressure Bidzina Ivanishvili into dispelling the ongoing political crisis by releasing all political prisoners and calling new elections, by means of a&nbsp;series of diplo\u00admatic visits, phone calls, or public state\u00adments. It must be made clear that there will be no business as usual unless the Georgian Dream regime complies with these requests. Futile calls for dialogue or the standard diplo\u00admatic language of \u201ccalling on all sides\u201d is useless and is used by the Georgian Dream propa\u00adganda machinery to strengthen its positions, showing that the West is weak and that the democ\u00adratic forces in Georgia are losing the&nbsp;stand-off.<\/p>\n<p><strong>3. Support democ\u00adratic forces in&nbsp;Georgia<\/strong><\/p>\n<p style=\"font-weight: 400;\">The EU Member States must continue providing political, financial, and logis\u00adtical support to Georgian civil society organi\u00adza\u00adtions, independent media, and opposition groups. While many EU states and the EU have made official state\u00adments about withdrawing government support and redirecting the funds to other actors, no concrete steps have been taken so&nbsp;far.<\/p>\n<p style=\"font-weight: 400;\">Furthermore, action to facil\u00aditate inter\u00adna\u00adtional platforms that enable Georgian democ\u00adratic forces to voice their concerns and engage with global policy\u00admakers is essential. This could include inviting Georgian opposition leaders, including President Salome Zoura\u00adbichvili, to high-level inter\u00adna\u00adtional events and supporting them diplo\u00admat\u00adi\u00adcally and polit\u00adi\u00adcally through bilateral visits, calls and courtesy&nbsp;events.<\/p>\n<p><strong>4. Impose targeted&nbsp;sanctions<\/strong><\/p>\n<p style=\"font-weight: 400;\">The current crisis can only be dispelled if the calculus for Bidzina Ivanishvili changes and he realizes that increased isolation is going to hit him finan\u00adcially and cause his support to crumble. Sanctions are the only viable instrument through which to achieve this. Therefore, the Western states must expand sanctions against the GD officials and those of their associates who have been involved in electoral fraud and human rights&nbsp;abuses.<\/p>\n<p style=\"font-weight: 400;\">The EU member states, bilat\u00aderally or at the EU level, should target Bidzina Ivanishvili and his assets, as the United States has already done. However, additional individuals and groups in the proximity of Mr. Ivanishvili can be targeted as well. These groups&nbsp;include:<\/p>\n<ul>\n<li>Police officers who bear false witness: This will undermine the current vicious cycle on which the arrest and mistreatment of the protesters is based. Police officers routinely give false testimony in the courts, claiming that they were respon\u00adsible for arresting protesters when, in reality, the protesters were arrested and beaten by personnel from the special tasks department. The courts never pay attention to the fact that the body cameras worn by the police officers were offline, despite the requirement that they be on during the arrests. This system of false witnesses is coordi\u00adnated by the legal unit of the Patrol Police Department of the Interior&nbsp;Ministry.<\/li>\n<li>Heads of units of the Special Tasks Department: The Western partners should impose travel bans on the mid-level leadership of the Special Tasks Department, which is notorious for the use of excessive force, illegally detaining the protesters, and treating them inhumanly. At least one high-level Department head has resigned and fled the country; therefore, his testimony could be instru\u00admental in the creation of such&nbsp;lists.<\/li>\n<li>Georgian Dream propa\u00adgan\u00addists: Target the individuals who dissem\u00adinate state propa\u00adganda that under\u00admines democracy. The state propa\u00adganda is channeled primarily through the broad\u00adcasters Imedi TV and PosTV, as well as the Georgian Public Broad\u00adcaster and Rustavi 2. These TV stations have been instru\u00admental in spreading anti-Western propa\u00adganda, promoting hatred towards the West, justi\u00adfying violence by the GD, and demonizing democracy defenders, as well as spreading anti-Ukrainian and pro-Russian messages. Imposing travel bans and financial sanctions on them would seriously undermine their credi\u00adbility in Georgia and would serve as a&nbsp;cold shower for many propa\u00adgan\u00addists, such as Irakli Rukhadze, who is a&nbsp;British citizen and runs several companies in the&nbsp;UK.<\/li>\n<li>Political council: Sanctions similar to those under the Magnitsky Act or the measures against Bidzina Ivanishvili could also be extended to the members of Georgian Dream\u2019s political council. As well as being of symbolic impor\u00adtance, this would create a&nbsp;serious wedge within the GD leadership, which is respon\u00adsible for the country\u2019s democ\u00adratic backsliding and crackdown on the peaceful&nbsp;protesters.<\/li>\n<li>GD-affil\u00adiated businesses: Bidzina Ivanishvili and his family\u2019s business empire have not yet been targeted in the West. The Kartu Group (including the Kartu Bank), its leadership, and the construction businesses owned by Ivanishvili\u2019s family members have avoided sanctions so far.
