At a&nbsp;recent meeting hosted by the Center for Liberal Modernity, politi\u00adcians, repre\u00adsen\u00adta\u00adtives of government agencies, private founda\u00adtions and civil society, discussed how Germany and Europe should&nbsp;respond.<\/h3>\n<div class=\"title-h4\"><!--more--><\/div>\n<p>[\/vc_column_text][vc_column_text css=\u201c\u201d]The meeting\u2019s key minutes&nbsp;were:<\/p>\n<p>The abrupt reduction in U.S. support poses an existential threat to numerous projects of democ\u00adratic opposition groups, independent media, and human rights organi\u00adza\u00adtions in Eastern Europe. Impli\u00adca\u00adtions reach far beyond individual&nbsp;programs.<\/p>\n<ul>\n<li>A severe blow to trust: From an Eastern European perspective, the West (USA and EU) has always been seen as the point of reference in financial and non-material terms. The trust built up over decades is now being seriously&nbsp;undermined.<\/li>\n<li>Autoc\u00adracies are poised to fill the vacuum: The poor perfor\u00admance of liberal democ\u00adracies has emboldened autocratic regimes. They will fill the vacuum left by the West, which in turn would increase the influence of forces supporting autocrats (oligarchs, mafia-like struc\u00adtures&nbsp;etc).<\/li>\n<li>The erosion of value-based politics: The mindset that the strongest are important and respected for their power, that every\u00adthing is trans\u00adac\u00adtional so that legit\u00adimacy, respectability and influence can be bought, under\u00admines the rules-based order. This creates uncer\u00adtainty and is extremely&nbsp;dangerous.<\/li>\n<\/ul>\n<p>[\/\u200bvc_\u200bcolumn_\u200btext]<\/p><div class=\"gem-youtube gem-wrapbox gem-wrapbox-style-no-style rounded-corners gem-wrapbox-position-below\" style=\"width: 100%;\"><div class=\"gem-wrapbox-inner gem-ratio-style\" style=\"padding-top: 56.25%\"><iframe class=\"gem-wrapbox-element img-responsive\" width=\"100%\" height=\"300\" allowfullscreen=\"allowfullscreen\" frameborder=\"0\" scrolling=\"no\" marginheight=\"0\" marginwidth=\"0\" src=\"\/\/www.youtube.com\/embed\/E4fttQBp0Ug?rel=0&amp;wmode=opaque\"><\/iframe><\/div><\/div>[vc_\u200bcolumn_\u200btext css=\u201c\u201d]<em>At the meeting\u2019s sidelines, we inter\u00adviewed Jerzy Pomianowski, the Director of the European Endowment for Democracy. Pomianowski made a&nbsp;passionate plea for European govern\u00adments to allocate enough funding to save independent media and pro-democracy actors, even in author\u00adi\u00adtarian countries. \u201cIn the EU, we should stick to our values. ...If we cannot protect our values, we will be not able to protect ourselves\u201d, he stressed.&nbsp;<\/em>[\/\u200bvc_\u200bcolumn_\u200btext]<div class=\"clearboth\"><\/div><div id=\"thegem-divider-69ddf8d6162be\" class=\"gem-divider  \" style=\"border-color: #000000;\"><\/div>[vc_empty_space][vc_column_text css=\u201c\u201d]Our response to the DOGE cuts must be both political (to rebuild trust) and&nbsp;financial.\n<ul>\n<li>Democ\u00adratic govern\u00adments need to take a&nbsp;clearer stance towards autocrats. In terms of realpolitik, we obviously have to talk to them, but this must not blur our funda\u00admental differ\u00adences or translate into a \u201ckiss and smile\u201d approach. Our priority should be to engage with and support democ\u00adratic civil societies within these&nbsp;countries.<\/li>\n<li>There was contro\u00adversy over the extent to which the donor community should pursue democracy promotion as a&nbsp;goal. Some partic\u00adi\u00adpants argued that in the face of democ\u00adratic backsliding around the world, they are no longer talking about promoting democracy, but about strength\u00adening democ\u00adratic resilience in functioning democ\u00adracies. However, a&nbsp;majority of partic\u00adi\u00adpants, argued that although democ\u00adracies are currently on the defensive, both strength\u00adening resilience in democ\u00adracies and promoting liberal democracy in autoc\u00adracies should be pursued, even if we cannot expect quick&nbsp;success.<\/li>\n<li>Strength\u00adening democ\u00adratic resilience\/\u200bdemocracy promotion in the region should become part of our security policy and security spending. Security is not just about military strength but also about sustainable peace.<\/li>\n<li>Ukraine\u2019s ability to prevail as a&nbsp;sovereign and democ\u00adratic nation is absolutely crucial for the future of democracy in the&nbsp;region.<\/li>\n<\/ul>\n<p>Faced with the double challenge of Russian aggression and U.S. withdrawal, Europe must step up initiative and donor cooper\u00adation, even if a&nbsp;complete replacement of U.S. funds is not possible. Given limited financial resources and numerous competing prior\u00adities, effec\u00adtiveness could be maximized&nbsp;through:<\/p>\n<ul>\n<li><strong>Engaging more private donors<\/strong> to broaden the funding base and ensure sustainability.<\/li>\n<li><strong>Enhancing donor coordi\u00adnation<\/strong> to leverage synergies and align efforts more effec\u00adtively. Germany, as one of the main donors supporting civil society in the region, should play an active role in this process and closely coordinate efforts with other engaged European countries and with the&nbsp;EU.<\/li>\n<li>&nbsp;<strong>Focusing on each donor\u2019s unique strengths<\/strong> to increase impact and avoid duplication.<\/li>\n<li><strong>Reducing bureau\u00adcratic<\/strong> barriers and placing greater trust in local partners to enable flexible, need-based&nbsp;support.<\/li>\n<\/ul>\n<p>[\/vc_column_text][vc_column_text css=\u201c\u201d]<\/p>\n<p><img class=\"alignnone wp-image-23921 size-full\" src=\"http:\/\/libmodredaktion.fra1.digitaloceanspaces.com\/wp-content\/uploads\/20240905145906\/textende.png\" alt=\"Textende\" width=\"40\" height=\"120\">[\/vc_column_text][vc_separator][vc_column_text]Did you like this article?
