Ukraine and the future of the EU,\u201d organized by the Center for Liberal Modernity in cooper\u00adation with the Konrad Adenauer Foundation. Numerous high-profile panelists debated the future of the EU and a&nbsp;possible geopo\u00adlitical turning&nbsp;point.<\/h3>\n<p>[\/vc_column_text][vc_gallery interval=\u201c3\u201d images=\u201c76040,76025,76023,76021,76019,76017,76015,76013,76011,76009,76007,76005,76003,76001,75999,75995,75993,75991,75989,75987,75985,75983,75981,75979\u201d img_size=\u201cfull\u201d css=\u201c\u201d][vc_column_text css=\u201c\u201d]Russia\u2019s war of aggression affects not only Ukraine, but also the corner\u00adstones of the European order, empha\u00adsized Lars H\u00e4nsler, Head of the Europe and North America Department at the KAS, in his opening speech: \u201cUkraine is defending not only its terri\u00adtorial integrity, but also the European peace and security order.\u201d EU enlargement is less a&nbsp;techno\u00adcratic exercise than a \u201cgeostrategic necessity,\u201d Lars H\u00e4nsler continued. The future of Europe is being decided in Ukraine, and it is there that it will become clear \u201cwhether borders on the European continent can be shifted by force.\u201d[\/vc_column_text]<\/p><div class=\"gem-youtube gem-wrapbox gem-wrapbox-style-no-style rounded-corners gem-wrapbox-position-below\" style=\"width: 100%;\"><div class=\"gem-wrapbox-inner gem-ratio-style\" style=\"padding-top: 56.25%\"><iframe class=\"gem-wrapbox-element img-responsive\" width=\"100%\" height=\"300\" allowfullscreen=\"allowfullscreen\" frameborder=\"0\" scrolling=\"no\" marginheight=\"0\" marginwidth=\"0\" src=\"\/\/www.youtube.com\/embed\/Nd8mjsQWbyM?rel=0&amp;wmode=opaque\"><\/iframe><\/div><\/div>[vc_\u200bcolumn_\u200btext css=\u201c\u201d]Marieluise Beck followed up on this and placed recent devel\u00adop\u00adments in a&nbsp;broader historical context: The geopo\u00adlitical upheavals were not a&nbsp;singular \u201cturning point,\u201d but had their precursors\u2014in Georgia in 2008, in Syria, and with the viola\u00adtions of inter\u00adna\u00adtional law since 2014. She analyzed that Europe had long lived in a&nbsp;phase of self-deception, lulled into a&nbsp;state of \u201cgreat calm and comfort.\u201d The Eastern Europe expert and co-founder of the Center for Liberal Modernity also warned against blockages within the EU: \u201cWe have spoilers who are crippling the European Union from within,\u201d while Ukraine is paying the price for European hesitancy on a&nbsp;daily basis.[\/vc_column_text]<div class=\"gem-youtube gem-wrapbox gem-wrapbox-style-no-style rounded-corners gem-wrapbox-position-below\" style=\"width: 100%;\"><div class=\"gem-wrapbox-inner gem-ratio-style\" style=\"padding-top: 56.25%\"><iframe class=\"gem-wrapbox-element img-responsive\" width=\"100%\" height=\"300\" allowfullscreen=\"allowfullscreen\" frameborder=\"0\" scrolling=\"no\" marginheight=\"0\" marginwidth=\"0\" src=\"\/\/www.youtube.com\/embed\/m0EpYUAiLJ4?rel=0&amp;wmode=opaque\"><\/iframe><\/div><\/div>[vc_\u200bcolumn_\u200btext css=\u201c\u201d]Two keynote speakers kicked off the further discussion: Anja Wallau, Commis\u00adsioner for Funda\u00admental Issues of European Policy, EU Coordi\u00adnation and EU External Relations at the Federal Foreign Office, highlighted the struc\u00adtural challenges of an EU accession process in her speech. Ivanna Klympush-Tsintsadze, Member of the Verkhovna Rada and Chair of the Committee on Ukraine\u2019s Integration into the EU, empha\u00adsized the existential impor\u00adtance of Ukraine\u2019s accession to the&nbsp;EU.\n<h2>Keynote: Anja&nbsp;Wallau<\/h2>\n<p>In her contri\u00adbution, Anja Wallau analyzed the current situation in Ukraine and the struc\u00adtural challenges of the EU accession process: For three and a&nbsp;half years, Ukraine has been defending itself against \u201cbrutal Russian aggression that violates inter\u00adna\u00adtional law.\u201d More precisely, \u201cfor 1358&nbsp;days,\u201d she empha\u00adsized, thus speci\u00adfying the existential threat. Repeated attacks on energy infra\u00adstructure have already led to massive power&nbsp;outages.<\/p>\n<p>In this context, she also spoke about the latest allega\u00adtions of corruption. These had caused great incom\u00adpre\u00adhension among the population, partic\u00adu\u00adlarly in the energy sector. According to Wallau, Ukraine has set itself clear reform goals, partic\u00adu\u00adlarly in the area of anti-corruption insti\u00adtu\u00adtions. Wallau saw the fact that the attempt to curtail the indepen\u00addence of these author\u00adities had been withdrawn following protests by civil society as proof that a&nbsp;vibrant civil society was the \u201cdriving force behind the rapprochement process.\u201d[\/vc_column_text]<\/p><div class=\"gem-youtube gem-wrapbox gem-wrapbox-style-no-style rounded-corners gem-wrapbox-position-below\" style=\"width: 100%;\"><div class=\"gem-wrapbox-inner gem-ratio-style\" style=\"padding-top: 56.25%\"><iframe class=\"gem-wrapbox-element img-responsive\" width=\"100%\" height=\"300\" allowfullscreen=\"allowfullscreen\" frameborder=\"0\" scrolling=\"no\" marginheight=\"0\" marginwidth=\"0\" src=\"\/\/www.youtube.com\/embed\/zF6MbeW1gd0?rel=0&amp;wmode=opaque\"><\/iframe><\/div><\/div>[vc_\u200bcolumn_\u200btext&nbsp;css=\u201c\u201d]\n<h2>Keynote: Ivanna Klympush-Tsintsadze<\/h2>\n<p>Ukraine has been fighting for its right to exist and its European future for twelve years, said Ivanna Klympush-Tsintsadze in her keynote speech. While Russia is destroying cities, deporting citizens and attempting to break resis\u00adtance with attacks on energy infra\u00adstructure, Ukraine continues to resolutely defend its European course, the member of the Verkhovna Rada continued. EU accession is therefore less a&nbsp;techno\u00adcratic issue rather than a&nbsp;genuine \u201cciviliza\u00adtional choice\u201d \u2013 and Ukrainians have chosen the EU and with it an area of freedom, security, and justice. She empha\u00adsized that Europe needs Ukraine just as much as Ukraine needs Europe, as this is the only way it can maintain political substance and global capacity to act. Her appeal was to \u201cpragmat\u00adi\u00adcally do the impos\u00adsible\u201d: to push ahead with Ukraine\u2019s accession to the EU and jointly develop a&nbsp;perspective for victory over Russian aggression.[\/vc_column_text]<\/p><div class=\"gem-youtube gem-wrapbox gem-wrapbox-style-no-style rounded-corners gem-wrapbox-position-below\" style=\"width: 100%;\"><div class=\"gem-wrapbox-inner gem-ratio-style\" style=\"padding-top: 56.25%\"><iframe class=\"gem-wrapbox-element img-responsive\" width=\"100%\" height=\"300\" allowfullscreen=\"allowfullscreen\" frameborder=\"0\" scrolling=\"no\" marginheight=\"0\" marginwidth=\"0\" src=\"\/\/www.youtube.com\/embed\/JjIuvH4KPWs?rel=0&amp;wmode=opaque\"><\/iframe><\/div><\/div>[vc_\u200bcolumn_\u200btext&nbsp;css=\u201c\u201d]\n<h2>Panel 1: Ukraine\u2019s accession \u2013 where do we stand&nbsp;now?<\/h2>\n<p>The first panel made it clear that EU enlargement is polit\u00adi\u00adcally desirable but is being slowed down by internal blockages and unresolved reform&nbsp;issues.<\/p>\n<p>Anja Wallau empha\u00adsized that enlargement and internal EU reforms should not be sequential but should proceed \u201ccredibly hand in hand.\u201d She under\u00adlined that the accession treaties themselves could be designed to be flexible: \u201cWe can look at accession treaties \u2013 what is possible there, whether transition periods help or whether flexible cooper\u00adation can be used more exten\u00adsively.\u201d At the same time, Ukraine should receive tangible benefits at an early stage through gradual integration: \u201cGradual integration can be seen as a&nbsp;continuum \u2013 Erasmus, roaming, scien\u00adtific cooper\u00adation \u2013 things that make it clear that progress is&nbsp;real.\u201d<\/p>\n<p>Anton Hofreiter criti\u00adcized the Hungarian veto as an expression of a \u201cnaively formal\u00adistic\u201d EU policy and called for signif\u00adi\u00adcantly more political pressure on the Hungarian government. He also advocated designing future EU accession treaties in such a&nbsp;way that new member states waive or limit their right of veto in order to prevent blackmail and blockades in the enlargement process.[\/vc_column_text]<\/p><div class=\"gem-youtube gem-wrapbox gem-wrapbox-style-no-style rounded-corners gem-wrapbox-position-below\" style=\"width: 100%;\"><div class=\"gem-wrapbox-inner gem-ratio-style\" style=\"padding-top: 56.25%\"><iframe class=\"gem-wrapbox-element img-responsive\" width=\"100%\" height=\"300\" allowfullscreen=\"allowfullscreen\" frameborder=\"0\" scrolling=\"no\" marginheight=\"0\" marginwidth=\"0\" src=\"\/\/www.youtube.com\/embed\/o-QUtUoYO6A?rel=0&amp;wmode=opaque\"><\/iframe><\/div><\/div>[vc_\u200bcolumn_\u200btext&nbsp;css=\u201c\u201d]\n<h2>Panel 2: Imple\u00admen\u00adtation of EU reforms in Ukraine and&nbsp;Moldova<\/h2>\n<p>The second panel focused on the current status of the imple\u00admen\u00adtation of EU reforms. Repre\u00adsen\u00adta\u00adtives from diplomacy, politics, and civil society took stock of the situation, highlighting both progress and signif\u00adicant challenges. Despite war, massive Russian influence, and struc\u00adtural weaknesses, signif\u00adicant progress is visible\u2014but at the same time, there are still major shortcomings.<\/p>\n<p>Adrian Pollmann (German Federal Foreign Office) praised Ukraine for its extra\u00ador\u00addinary reform achieve\u00adments despite the war and empha\u00adsized that the EU integration process under war condi\u00adtions was \u201ca very special case.\u201d Partic\u00adu\u00adlarly in the areas of the rule of law and the fight against corruption, there are still major tasks to be tackled, such as protecting the independent anti-corruption author\u00adities NABU and&nbsp;SAPO.<\/p>\n<p>Liubov Akulenko (UCEP), on the other hand, warned against an overly optimistic portrayal by the European Commission. An overly positive commu\u00adnicative framing could lead to polit\u00adi\u00adcally painful but necessary reforms being postponed. She advocated for confi\u00addential, stringent bilateral dialogue between Germany and Ukraine in order to reliably demand the imple\u00admen\u00adtation of reforms. At the same time, civil society is under enormous pressure in a&nbsp;state of war \u2013 consistent pressure for reform is therefore essential for the stability of the country.[\/vc_column_text]<\/p><div class=\"gem-youtube gem-wrapbox gem-wrapbox-style-no-style rounded-corners gem-wrapbox-position-below\" style=\"width: 100%;\"><div class=\"gem-wrapbox-inner gem-ratio-style\" style=\"padding-top: 56.25%\"><iframe class=\"gem-wrapbox-element img-responsive\" width=\"100%\" height=\"300\" allowfullscreen=\"allowfullscreen\" frameborder=\"0\" scrolling=\"no\" marginheight=\"0\" marginwidth=\"0\" src=\"\/\/www.youtube.com\/embed\/liu9V5rKves?rel=0&amp;wmode=opaque\"><\/iframe><\/div><\/div>[vc_\u200bcolumn_\u200btext&nbsp;css=\u201c\u201d]\n<h2>Panel 3: Civil society in Georgia, Moldova, and&nbsp;Ukraine<\/h2>\n<p>The central and increas\u00adingly endan\u00adgered role of civil society was the focus of the third panel&nbsp;discussion.<\/p>\n<p>Iryna Krasnoshtan described how Ukrainian activists are providing survival aid, inter\u00adna\u00adtional advocacy, and anti-corruption monitoring under war condi\u00adtions \u2014 all while facing constant threats of physical attacks and political&nbsp;pressure.<\/p>\n<p>Sergi Kapanadze painted an alarming picture of systematic repression in Georgia: civil society, the media, the opposition, and univer\u00adsities are under massive pressure, while \u201cagent laws\u201d and criminal prose\u00adcution further restrict democ\u00adratic&nbsp;space.<\/p>\n<p>Member of the German Bundestag Johannes Volkmann made it clear that a&nbsp;strong, independent civil society in Ukraine, Moldova, and Georgia is not a \u201cnice-to-have\u201d but a&nbsp;central pillar of their European future. Without free media, critical NGOs, and political pluralism, there can be no sustainable democracy \u2014 and thus no successful EU&nbsp;accession.<\/p>\n<p>The panelists empha\u00adsized that despite these threats, resis\u00adtance, pro-European support among the population, and inter\u00adna\u00adtional cooper\u00adation remained crucial to securing democ\u00adratic space for action.[\/vc_column_text]<\/p><div class=\"gem-youtube gem-wrapbox gem-wrapbox-style-no-style rounded-corners gem-wrapbox-position-below\" style=\"width: 100%;\"><div class=\"gem-wrapbox-inner gem-ratio-style\" style=\"padding-top: 56.25%\"><iframe class=\"gem-wrapbox-element img-responsive\" width=\"100%\" height=\"300\" allowfullscreen=\"allowfullscreen\" frameborder=\"0\" scrolling=\"no\" marginheight=\"0\" marginwidth=\"0\" src=\"\/\/www.youtube.com\/embed\/kXFOa2l6Yvg?rel=0&amp;wmode=opaque\"><\/iframe><\/div><\/div>[vc_\u200bcolumn_\u200btext&nbsp;css=\u201c\u201d]\n<h2>Closing panel<\/h2>\n<p>Ukraine\u2019s accession to the EU repre\u00adsents a&nbsp;key geopo\u00adlitical challenge for Germany and the EU. This became clear in the closing panel. Lithuanian Ambas\u00adsador Giedrius Puod\u017ei\u016bnas empha\u00adsized: \u201cUkraine must be our number one&nbsp;priority.\u201d<\/p>\n<p>J\u00fcrgen Hardt empha\u00adsized that the enlargement process was also a&nbsp;driver of reform for the EU: \u201cPerhaps we will find a&nbsp;better solution if there is pressure to get serious and concrete at some&nbsp;point.\u201d<\/p>\n<p>Barbara Gessler under\u00adscored that enlargement and internal strength\u00adening of the EU are inextri\u00adcably linked: \u201cIt must be a&nbsp;parallel process: Europe becomes strong through enlargement. Europe must become econom\u00adi\u00adcally strong, it must be able to defend itself \u2014 because ultimately, it is also about being capable of enlargement.\u201d<\/p>\n<p>French political scientist C\u00e9line Marang\u00e9 analyzed the security policy impli\u00adca\u00adtions and concluded: \u201cUkraine in the EU would have strategic signif\u00adi\u00adcance, as the Kremlin is attacking Ukraine and the rest of&nbsp;Europe.\u201d<\/p>\n<p>Ralf F\u00fccks summed up the strategic perspective in his closing remarks: \u201cThe crucial question is that Ukraine maintains its full sover\u00adeignty inter\u00adnally and exter\u00adnally... and that includes joining the European&nbsp;Union.\u201d<\/p>\n<p>Despite differing inputs and perspec\u00adtives, all the contri\u00adbu\u00adtions made one thing clear: Ukraine\u2019s accession to the EU is not only a&nbsp;political integration process, but also a&nbsp;corner\u00adstone of European security policy and an important foundation for the future of the European continent.[\/vc_column_text]<\/p><div class=\"gem-youtube gem-wrapbox gem-wrapbox-style-no-style rounded-corners gem-wrapbox-position-below\" style=\"width: 100%;\"><div class=\"gem-wrapbox-inner gem-ratio-style\" style=\"padding-top: 56.25%\"><iframe class=\"gem-wrapbox-element img-responsive\" width=\"100%\" height=\"300\" allowfullscreen=\"allowfullscreen\" frameborder=\"0\" scrolling=\"no\" marginheight=\"0\" marginwidth=\"0\" src=\"\/\/www.youtube.com\/embed\/vOCmy58MZWI?rel=0&amp;wmode=opaque\"><\/iframe><\/div><\/div><div class=\"gem-youtube gem-wrapbox gem-wrapbox-style-no-style rounded-corners gem-wrapbox-position-below\" style=\"width: 100%;\"><div class=\"gem-wrapbox-inner gem-ratio-style\" style=\"padding-top: 56.25%\"><iframe class=\"gem-wrapbox-element img-responsive\" width=\"100%\" height=\"300\" allowfullscreen=\"allowfullscreen\" frameborder=\"0\" scrolling=\"no\" marginheight=\"0\" marginwidth=\"0\" src=\"\/\/www.youtube.com\/embed\/nn5BmzchB_8?rel=0&amp;wmode=opaque\"><\/iframe><\/div><\/div>[vc_\u200bcolumn_\u200btext css=\u201c\u201d]<span style=\"color: #ffffff;\">H<\/span>[\/vc_column_text][vc_column_text css=\u201c\u201d]<em>Photographs depicting the struggle for freedom of the people of Georgia and Ukraine were exhibited on the sidelines of the conference.
