Elections under attack: How Russian disin\u00adfor\u00admation targets democ\u00adracies \u2013 Insights from Europe\u2019s frontline states<\/strong><\/h2>\n

In Europe\u2019s eastern neighbors and within the EU, Russia uses disin\u00adfor\u00admation as a long-term strategy to interfere in domestic politics and manip\u00adulate democ\u00adratic elections.<\/p>\n

In Ukraine, Russia is attempting to undermine the legit\u00adimacy of the government by pressuring it to hold elections during the war. Georgia illus\u00adtrates the long-term effects of Russian inter\u00adference: democ\u00adratic decline and shrinking civil society space. Moldova success\u00adfully prevented a coordi\u00adnated attempt to undermine its political system in last year\u2019s parlia\u00admentary elections. Meanwhile, Armenia, where parlia\u00admentary elections will be held this year, is already facing open threats from Moscow. Similarly, pro-Russian narra\u00adtives are increas\u00adingly influ\u00adencing public debate in Germany, where state elections are due in 2026.<\/p>\n

Using case studies from these five countries, the panel will examine the Kremlin\u2019s disin\u00adfor\u00admation playbook, highlighting recurring patterns, country-specific differ\u00adences, and new features emerging in 2025\u20132026. The discussion will also address what Germany can learn from the experi\u00adences of Eastern Europe and the South Caucasus and how it can strengthen its democ\u00adratic resilience.<\/p>\n

Eastern European historian Martin Schulze Wessel presents his book \u201cThe Overlooked Nation: Germany and Ukraine since the 19th Century\u201d<\/i> \u2013 the first compre\u00adhensive account of German-Ukrainian relations. The work shows how closely the two countries are histor\u00adi\u00adcally inter\u00adtwined: from Germany\u2019s colonial plans during World War I and its role in Ukraine\u2019s brief period of statehood in 1918, to the catastrophic crimes of Germany\u2019s war of exter\u00admi\u00adnation in Ukraine, to the country\u2019s renewed disap\u00adpearance from German consciousness after 1945.<\/p>\n

The focus is on the question of why Germany has long under\u00ades\u00adti\u00admated its historical respon\u00adsi\u00adbility towards Ukraine and what signif\u00adi\u00adcance this past has for today\u2019s attitude towards Russia\u2019s war of aggression.<\/p>\n

How to sustain Ukraine\u2019s funding needs during and after the war?<\/span><\/span><\/strong><\/h2>\n

During Russia\u2019s war of aggression, Ukraine received approx\u00adi\u00admately \u20ac90 billion in military, financial, and human\u00adi\u00adtarian aid annually from the US, the EU, and other partner countries between 2022 and 2024. The financing needs are therefore extremely high. While Ukraine and its partners are currently discussing possible sources of financing for the coming years, the condi\u00adtions for support are clear. Financing must be suffi\u00adcient, quickly available, and predictable.<\/p>\n

In order to maintain the financing of aid, researchers and policy\u00admakers are discussing various instru\u00adments. One of these is a so-called repara\u00adtions credit based on frozen Russian assets.<\/p>\n

Our panel will discuss the oppor\u00adtu\u00adnities and risks of these instru\u00adments and address the following questions:<\/p>\n
