Russian drones have repeatably breached NATO airspace, demon\u00adstrating that the threat is al-ready here. As European countries grapple with this new reality, LibMod\u2019s annual Ukraine conference offered a&nbsp;forum for experts and policy\u00admakers to discuss how Eu-rope and Ukraine can jointly develop stronger security policies. The central premise was clear: Ukraine is not just defending itself, it is shielding Europe from&nbsp;Russia.<\/p>\n<p>European policy makers have long depicted support to Ukraine as an act of generosity. Now they gradually begin treating Ukraine as what it really is: a&nbsp;net security provider for the entire continent. By holding the line against Russia\u2019s aggression, Ukraine is prevent-ing Moscow from carrying out its expan\u00adsionist agenda in other parts of Europe as well. The war\u2019s outcome will shape Europe\u2019s future and determine whether inter\u00adna\u00adtional re-lations will be shaped by raw power politics or by a&nbsp;set of common&nbsp;rules.<\/p>\n<h2>Under\u00adstanding Russia\u2019s imperial&nbsp;ambitions<\/h2>\n<p>Russia\u2019s war aims are not limited to terri\u00adtorial conquest. The Kremlin\u2019s strategy is rooted in imperial ambition, charac\u00adterized by the conference\u2019s keynote speaker, Ukrainian phi-losopher Volodymyr Yermolenko, as an \u201cimperi\u00adalism of assim\u00adi\u00adlation.\u201d It denies Ukraine\u2019s right to exist as a&nbsp;sovereign nation and its citizens the right to a&nbsp;Ukrainian identity. For Ukraine, therefore, this war is existential. For Europe, it is a&nbsp;test of resolve that will reveal whether democ\u00adracies can defend themselves, or whether they will yield to revisionist aggression.<\/p>\n<h2>How far will Europe go to deter&nbsp;Russia?<\/h2>\n<p>The speakers discussed two different visions for Europe\u2019s involvement in&nbsp;Ukraine:<\/p>\n<ul>\n<li>Keeping Russia in check by making the costs of a&nbsp;future Russian aggression pro-hibitively high.<\/li>\n<li>Denying Moscow the ability to strike again through deep penetration of Russian territory by special opera\u00adtions, deep strikes and cognitive warfare that would prevent Russia from amassing the forces for a&nbsp;fresh aggression against Ukraine or any other European&nbsp;country.<\/li>\n<\/ul>\n<p>Keeping Russia merely in check may offer short-term stability for other European coun-tries, but would inflict unbearably high costs, first and foremost on Ukraine, which would be forced into a&nbsp;perpetual state of siege \u2013 a \u201cporcupine\u201d armed to the teeth and being forced to constantly concen\u00adtrate all its resources on defence. The more ambi-tious but ultimately more sustainable goal would be to undermine Russia\u2019s ability to wage war in order to ensure lasting security for Europe and Ukraine&nbsp;alike.<\/p>\n<h2>Disman\u00adtling Russia\u2019s war&nbsp;machine<\/h2>\n<p>To achieve this, Ukraine and its European backers need to work towards key capabilities:<\/p>\n<ul>\n<li>Techno\u00adlogical superi\u00adority: Develop deep-strike capabil\u00adities, such as drones with several thousand kilometres of range, to target Russian logistics and command&nbsp;centres.<\/li>\n<li>Asymmetric opera\u00adtions: Scale special opera\u00adtions and cognitive warfare to de-grade Russia\u2019s military-indus\u00adtrial complex and cripple fuel and explo\u00adsives production. Kinetic sanctions are the most&nbsp;effective.<\/li>\n<li>Indus\u00adtrial mobilization: Europe must become the arsenal of Ukraine\u2019s defence, supplying weapons and other capabil\u00adities to hold off and possibly defeat Russia on the battle\u00adfield. Germany, in particular, should lead at home and by forming coali\u00adtions of the willing and the able with other states, bypassing bureau\u00adcratic delays to act&nbsp;decisively.<\/li>\n<\/ul>\n<h2>Funding and scaling up defence innova\u00adtions and building indus\u00adtrial&nbsp;capacities<\/h2>\n<p>Financial and indus\u00adtrial support is the backbone of Ukraine\u2019s defence. Ukraine, lacking personnel, has proven its ability to innovate: unmanned systems, electronic warfare, and rapid adaptation have become hallmarks of its resis\u00adtance. Europe must match this with its own investment in next-gener\u00adation technologies and use its indus\u00adtrial base to scale up Ukrainian made defence innova\u00adtions for the&nbsp;frontline.<\/p>\n<ul>\n<li>Joint ventures can be a&nbsp;way to integrating Ukraine\u2019s indus\u00adtrial capacity into Europe\u2019s defence&nbsp;ecosystem.<\/li>\n<li>Speed is critical. Delays in decision-making and procurement cost lives. Europe should develop faster supply lines and procurement channels and share more of the investment&nbsp;risks.<\/li>\n<\/ul>\n<h2>Commu\u00adni\u00adcating the stakes to&nbsp;society<\/h2>\n<p>As Member of the German Bundestag, Agnieszka Brugger, said during the conference\u2019s second panel: \u201cNot standing up to aggression, but not even naming the aggressor, is an invitation for more attacks.\u201d Public support hinges on trans\u00adparency. Scandi\u00adnavian and Baltic models, rooted in honesty about threats and realistic assess\u00adments of risks, can be an example, if not a&nbsp;blueprint. In our commu\u00adni\u00adcation we must confront fears with honesty and realism, guided by the principle: \u201cTo be alert in order not to be anxious.\u201d In the end electorates prefer hearing the true extent of threats over being kept in the dark for their peace of&nbsp;mind.<\/p>\n<h2>The cost of&nbsp;inaction<\/h2>\n<p>Russia\u2019s ambitions extend far beyond subju\u00adgating Ukraine. Failure to act decisively now risks embold\u00adening further aggression, further eroding the rules-based order, and frac-turing European&nbsp;unity.<\/p>\n<p>As Ralf F\u00fccks, the director of LibMod, stated: We must redefine realism \u2013 not as the mere preser\u00advation of the status quo, but as the courage to recognize that appeasement will not make Russia\u2019s threat disappear. The realistic approach today means accepting that Russia must be defeated. This is also the prereq\u00aduisite for political change in Rus-sia: it can only get rid of its imperial agenda if it fails in Ukraine. We must take bolder action: secure political majorities, set clear objec\u00adtives alongside Ukraine, and stop looking for quick fixes at the cost of Ukraine\u2019s sover\u00adeignty and Eu-rope\u2019s&nbsp;security.<\/p>\n<p>In the words of Ukrainian philosopher Volodymyr Yermolenko \u2013 \u201cDemoc\u00adracies must be capable of fighting back.
