Russia is using targeted infor\u00admation manip\u00adu\u00adlation in Moldova as part of a compre\u00adhensive hybrid strategy to desta\u00adbilize democ\u00adratic processes and undermine trust in state insti\u00adtu\u00adtions. However, the experience in Moldova shows that resilience, good gover\u00adnance, and democ\u00adratic oversight are more effective responses to this than censorship alone.<\/h3>\n

[\/vc_column_text][vc_column_text css=\u201c\u201d]The analysis of Foreign Infor\u00admation Manip\u00adu\u00adlation and Inter\u00adference (FIMI) strategy in Moldova shows that infor\u00admation manip\u00adu\u00adlation primarily exploits existing weaknesses in the state and society. The goal of Russian influence opera\u00adtions is not so much to convince the population as it is to desta\u00adbilize democ\u00adratic insti\u00adtu\u00adtions and prevent the country\u2019s integration into the EU. These opera\u00adtions employ coordi\u00adnated disin\u00adfor\u00admation campaigns, AI-generated content, social media, covert financing, and local networks. Partic\u00adu\u00adlarly during the 2024 and 2025 elections, these activ\u00adities reached an unprece\u00addented scale. At the same time, Moldova has signif\u00adi\u00adcantly strengthened its resilience through legislative reforms, insti\u00adtu\u00adtional cooper\u00adation, independent journalism, and inter\u00adna\u00adtional partner\u00adships. FIMI primarily poses  a challenge to good gover\u00adnance and national security. To counter it effec\u00adtively, it is advisable to strengthen democ\u00adratic insti\u00adtu\u00adtions, consis\u00adtently curb illegal funding streams, and protect citizens\u2019 trust as the most important resource against hybrid threats.<\/p>\n

Executive Summary<\/h2>\n

Moldova underwent the most intensive FIMI (foreign infor\u00admation manip\u00adu\u00adlation and inter\u00adference) Europe has ever seen, and its defences held. The core lesson: FIMI is a gover\u00adnance challenge, not a media challenge; Russian opera\u00adtions amplify gover\u00adnance deficits that already exist. Five prior\u00adities follow, for Chi\u0219in\u0103u and Brussels alike: treat FIMI as a good-gover\u00adnance problem; prior\u00aditize resilience over censorship; follow the money \u2014 banks, cards, crypto; learn faster than the adversary; and treat democ\u00adratic oversight as an asset, not an obstacle. Ultimately, Russia is competing less for control over infor\u00admation than for control over citizens\u2019 trust. <\/strong><\/p>\n

I. Country context and strategic relevance<\/h2>\n

Why Moldova matters to Russia. <\/strong>Moldova\u2019s impor\u00adtance is defined less by what it is than by where it stands: an EU candidate country negoti\u00adating accession on the immediate flank of the war against Ukraine. Whether a post-Soviet state can complete a democ\u00adratic, European trajectory in the face of sustained Russian resis\u00adtance is a question now being tested on Moldovan soil. For Moscow, \u201closing\u201d Moldova would puncture its claim to a privi\u00adleged sphere of influence; by keeping Moldova unstable, Russia retains its leverage over the wider Black Sea region and compli\u00adcates the provision of support to Ukraine. Moldova is also a low-cost, high-yield target, one with limited admin\u00adis\u00adtrative resources, no collective-defence guarantees, and permanent neutrality enshrined in the Consti\u00adtution.[1]<\/sup><\/a> That neutrality is treated by Moscow not as a constraint to be respected but as a grey zone to be exploited \u2014 inter\u00adference escalates while remaining below any threshold that would trigger an allied response. The Transnis\u00adtrian region adds a struc\u00adtural vulner\u00ada\u00adbility: an unrec\u00adog\u00adnized admin\u00adis\u00adtration, a residual Russian troop presence, and an infor\u00admation and financial space serving as a platform for influence opera\u00adtions against the rest of the country.<\/p>\n

State of relations with Russia. <\/strong>Since February 2022 the relationship has been de facto adver\u00adsarial: Moldova has aligned with EU sanctions, drasti\u00adcally reduced its energy depen\u00addence on Russia, and expelled intel\u00adli\u00adgence officers operating under diplo\u00admatic cover. In response, coercive diplomacy has given way to a sustained hybrid campaign in which the infor\u00admation domain is the main focus of activ\u00adities and elections themselves the main objective.<\/p>\n

Exploited vulner\u00ada\u00adbil\u00adities. <\/strong>Russian FIMI rarely creates vulner\u00ada\u00adbil\u00adities; rather, it succeeds by identi\u00adfying, exploiting, and ampli\u00adfying gover\u00adnance deficits that already exist. Corruption, weak insti\u00adtu\u00adtions, gaps in public services, and low insti\u00adtu\u00adtional trust are the true fertile ground and the principal focus of Russia\u2019s infor\u00admation manip\u00adu\u00adlation. Russia also exploits infor\u00admation vulner\u00ada\u00adbil\u00adities, the most conse\u00adquential of which is a fragmented infor\u00admation space that functions as parallel ecosystems: Romanian-language media broadly support the European course, while a large Russian-language segment remains permeable to Kremlin narra\u00adtives; the media environ\u00adments in Gagauzia and Transnistria are almost entirely dependent on Russian content and infra\u00adstructure. Different commu\u00adnities thus inhabit different perceived realities. This fragmen\u00adtation inter\u00adsects with chronic distrust of central insti\u00adtu\u00adtions \u2014 a legacy of corruption and insta\u00adbility \u2014 while trust remains concen\u00adtrated in local figures, such as priests, mayors, and teachers, who become preferred vectors of influence. The pattern extends to the very top of the state: even under the current pro-European government, trust is attached to the President as a person rather than to the ruling party, Parliament, the Government, or even the presi\u00addency as an insti\u00adtution.[2]<\/a> Socio-economic griev\u00adances (energy prices, inflation, emigration), linguistic and identity divisions, and instru\u00admen\u00adtalized historical memory (the Soviet victory cult, nostalgia narra\u00adtives) complete the attack surface.<\/p>\n

FIMI within the broader toolkit. <\/strong>In Moldova, FIMI is not a stand\u00adalone media problem but the connective tissue of a coordi\u00adnated hybrid strategy. Infor\u00admation manip\u00adu\u00adlation amplifies electoral corruption networks, mobilizes paid protests, magnifies the effects of cyber\u00adat\u00adtacks and energy pressure, and disguises covertly financed political activity as sponta\u00adneous civic sentiment \u2014 a snowball effect in which each instrument raises the yield of the others. Any analysis or response that isolates \u201cdisin\u00adfor\u00admation\u201d from this system will under\u00ades\u00adtimate it. This paper argues that Moldova offers an important lesson for Europe: FIMI is primarily a gover\u00adnance challenge rather than a media challenge.<\/p>\n

II. The Russian FIMI playbook<\/h2>\n

Strategic objec\u00adtives. <\/strong>The purpose of Russian infor\u00admation activity in Moldova is desta\u00adbi\u00adlization rather than persuasion. Campaigns aim to generate confusion, corrode trust in insti\u00adtu\u00adtions, polarize society, and paralyze democ\u00adratic decision-making \u2014 the logic of reflexive control. The opera\u00adtional goals are concrete: derail EU accession, delegit\u00adimize the pro-European government and electoral outcomes, and hold Moldova in strategic limbo.<\/p>\n

Dominant narra\u00adtives. <\/strong>The narrative set is stable and locally tailored: EU integration means war, loss of sover\u00adeignty, and loss of tradi\u00adtional values; the West is dragging Moldova into the Ukraine conflict; the government is a Western puppet and elections are rigged; Moldova is a failed state that cannot survive without Russia; Russia is the protector of peace, faith, and affordable energy. Distinct narrative packages target Russian speakers (sover\u00adeignty, NATO aggression, \u201cgender ideology\u201d), rural commu\u00adnities (messages carried by trusted local figures), and the autonomous and separatist regions (loss of autonomy, \u201cCentral power is controlled by the West\u201d).<\/p>\n
