The recurring discussions about peace talks with Moscow are essentially flawed. Although Russia’s military and economic situation is becoming increasingly difficult, Putin and the Russian leadership are determined to win the war in Ukraine, whatever the cost.
For Europe, it remains essential to support Ukraine so that it is strong enough to make Russia end the war. At the same time, Europeans need to strengthen their defence capabilities and security cooperation in order to ensure their own long-term security even without US support. Ukraine is a cornerstone of Europe’s future security architecture.
Although no end to the fighting is foreseeable right now, Europe must prepare for what comes afterwards. Without fundamental change in Russia, a ceasefire will neither change the repressive nature of the regime nor limit Moscow’s ambitions, which go far beyond Ukraine.
Our debate will cover the following key questions:
- What can German/European policymakers do to force Russia to stop the war?
- How can we counter the escalation of Russia’s bombing campaign? How can we help Ukraine survive the winter and defend itself successfully?
- What can be negotiated with the Kremlin, and what cannot?
- Must we assume that the conflict with Russia will continue even after the war in Ukraine ends — at least if the current regime remains in power?
- What does this imply for future policy toward Russia? Is a dual strategy of deterrence and offers of conditional cooperation realistic?
- What demands should Europe make of the Russian elite, and what leverage do we have to give them weight?
- How can the West influence domestic political developments in Russia?
