The EU is struggling to find a way to mobilize Russian assets frozen in the EU for Ukraine. The Belgian government in particular is citing legal and financial risks against the proposed “Ukraine reparations loan.” The expert opinion shows that such a loan does not entail any substantially new risks compared to the EU’s previous sanctions decisions; the advantages outweigh the disadvantages.
